CISP Lebanon
CISP has been active in the Lebanese humanitarian sector since 1996 and has a particularly strong track record in supporting local communities including Lebanese population as well as Palestinian and Syrian refugees. Since then more than 50 projects have been implemented with funding of the European Commission (ECHO, EC), UN agencies (UNRWA, UNICEF, OCHA), Italian Ministry of Foreign Affairs and Italian Cooperation.
CISP activities aim to support the most needed Lebanese in areas lacking of basic services and without access to economic opportunities (Mainly in the North and in the South). Moreover, the humanitarian assistance support Syrian and Palestinian Refugees through WASH, shelter, NFIs infrastructures rehabilitation & civil works, supply of equipment and materials, human resources training, social and educational activities, etc.
Lately, in line with Regional and National policies on country recovery and resilience, the NGO has placed an increased emphasis on the long term sustainability of basic services especially in the water sector. Nowadays, in consortium with other international partners (GVC, CONCERN, ACWUA), the NGO is pioneering a new water demand management approach for promoting Sustainable Management of Water Services by fostering the capacity of the local institutions, ensuring improved access to potable water supply and by supporting and raising awareness of the final users.
PROJECT DESCRIPTION
The MADAD project aims to ensure the provision of reliable and sustainable water services to Syrian refugees and host communities by strengthening infrastructural and managerial capacities of local Water Establishments.
By targeting 5 different pilot areas respectively in the Zgharta, Akkar, North Bekaa and Bent Jbeil districts, the project will
Construct new or rehabilitate and upgrade existing infrastructure to supply 24-hour water within international quality standards;
Install flow meters along the trunk line to promote water resource management
Install water meters on household connections in order to reduce NRW;
Ensure the application of volumetric tariff in collaboration with WEs in all the project areas as pilot experience for the whole country;
Build capacity of WEs to manage water resources by partnering with ACWUA to train them on water meter reading, invoicing by volumetric tariff, and creating a more active customer relation services;
Host sensitization sessions for target population, including municipalities, to promote payment of fees and subscription to WEs;
Link Lebanese Water Establishments in the North, South, and Bekaa with the MENA region through ACWUA for capacity building, sharing of knowledge in the region with public and private sector, and scaling up of activities.
Purpose of Job:
- To ensure the correct implementation of the WASH infrastructural works foreseen in the project area.
- To control and facilitate the installation of water meters and household connections.
- To participate, support and facilitate the technical training of Water Establishments staff
- To actively contribute to the implementation of the Non Revenue Water Management tool in the project’ pilot areas.
- To collaborate with other CISP staff and MADAD consortium counterparts in order to ensure a smooth and coherent achievement of the project outcomes
- To actively promote the project aims and amplify its final outcomes (water network subscriptions, water meters installation, water consumption) within the target areas by engaging with different beneficiaries, institutions and the public at large.
Key Working Relationships:
Internal: Working relationship with MADAD Project Managers, WASH Expert, should be maintained while working in the office. The position imply as well the direct coordination of field officers.
External: The relationship with constructors, consultants, local institutions (Water Establishment, Municipalities and other local governmental bodies), with development partners, and community members should be maintained effectively.
Detailed Job Description and Responsibilities:
Supervision of hydraulic and civil works design and implementation
To prepare and/or revise sketches and design of civil and hydraulic works as required by the project and according to the instructions of the Technical WaSH expert. To suggest amendments/recommendations to the designs wherever required.
To prepare or revise the technical documentation in every tender dossier, the bill of quantities and construction plans related to the construction works
To ensure a regular physical presence on site to assist and supervise the technical consultant during the execution of the works in accordance with design drawings, works specification and BoQ.
To provide technical guidance and expertise to the manpower in charge of the civil/hidraulic work.
To issue necessary instructions to the Contractor for and on behalf of CISP to assure orderly progress of work.
To give advice on requests of extension of time, acknowledgement of heavier charges and modifications of the planned civil works;
To report to and discuss with the Project Manager and WASH Expert any technical issues which may have a direct impact on the general implementation of the project or of the organisation’s activities in the area
To measure and/or verify the work done in connection with the preparation of provisional and final payment certificates.
To develop a certain degree of autonomy in managing issues related to the daily implementation of the activities
To assist - with inputs deriving from the experience developed in present and past projects - the WE and the PM in the decision-making related to the daily implementation of the WASH project components
To lead, direct, and supervise the field officer and to ensure that all the activities at the actual site are being managed and carried out effectively
To ensure that all the project specifications have been met and that all the safety and measures have been taken care of
In collaboration with the project team participate in the identification of new water subscribers in targeted areas.
To monitor and control the installation of household connections and water meters foreseen in the target areas
To provide technical assistance during the installation of household connections and water meters foreseen in the target areas
To coordinate with the WEs staff and local institution in order to ensure the installation of HH connections and water meters foreseen in the target areas
Support of technical training and NRW management approach implementation
To attend and facilitate the NRW technical trainings, workshop and capacity development activities for the regional and local WEs staff.
To facilitate the local implementation of the NRW approach proposed by ACWUA in the project pilot areas.
To assist the ACWUA consultants and WEs technician in testing and implementing the approach.
Reporting
To provide weekly supervisory report about the project activities implementation with ad-hoc reports upon arising incidences, deviations of civil/hydraulic works from design that might be deemed obligatory during works implementation.
To prepare weekly work plan for engineering team or field officers to be shared with PM and WE.
To prepare weekly, monthly and field visit reports to be shared with PM and WE on timely manner.
To ensure proper record keeping for all WASH infrastructure activities in hard and soft form.
Integration and coordination
Establishing and maintaining a close working relationship with the local institutions, development partners and communities for ensuring the effectiveness and a smooth implementation of the project.
To build and maintain excellent relationships with key stakeholder and beneficiaries (WEs, Municipalities, Consumers, etc).
To contribute to the effectiveness of the MADAD programme (Assist in preparation of strategies, annual plans, participate in regular team meetings to review progress and resolve problems; represent CISP at local and national meetings;).
Coordinate WASH construction activities with other local actors (governmental and nongovernmental).
Under the supervision of the PM maintaining a close working relationship with CISP’s Field Officer and WASH Social Activities Coordinator to ensure a smooth implementation of the MADAD’s projet.
Others:
Work with the best interest of CISP, the MADAD Consortium and the beneficiaries in mind.
Represent CISP's at meetings/forums/workshops whenever deemed necessary.
Any reasonable official duties as requested by the Line Manager.
Job requirement
Master Degree of Civil Engineer or other related fields.
3 to 5 years working experience in the field of civil and hydraulic works supervision.
At least 3 years experiences in the WASH sector.
Demonstrated knowledge of the key functions to operate and maintain Water Supply Network Management.
Deep knowledge of the Lebanese Water Sector, its actors, laws and Institutions.
Demonstrated knowledge and experience in using technical software such as GIS, AUTOCAD etc.
Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries
Highly organized, able to work by respecting deadline and with high sense of responsibility
Fluency in written and spoken Arabic and English
