Myanmar: Monitoring & Evaluation Officer- EU project SUPPORT TO THE REFORM OF THE MYANMAR POLICE FORCE”

The M&E Expert will be responsible for operationalizing the project’s results framework and perform the MEAL functions within the project. The Expert will take overall charge of the development and implementation of the MEAL system and design/operate the information and knowledge management of the project that adheres to the Management Information System’s (MIS) needs and implementation requirements established in the Description of Action and by key stakeholders.

Under direct supervision and close coordination with the Deputy Team Leader in Myanmar and Project Manager in FIIAPP HQ the M&E Expert will have the following duties and responsibilities:

  • Develop a participatory Monitoring, Evaluation, Learning and Accountability (MEAL) system for the project aligned with the overall logical framework;
  • Recommend further improvement of the logical framework and effective management of outcomes and results of the project, in view of enhanced performance and learning with partners and stakeholders of the project;
  • Implement monitoring activities by systematically assessing progress towards achievement of project objectives and sustainability of project’s results with respect to planned outcomes, outputs, milestones, indicators and targets;
  • Suggest strategies to the PCU for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report periodically (monthly, quarterly, bi-annual and annual) on progress and on performance related to activities and project implementing agencies;
  • Assist in updating of baseline studies and supervise data collection and generation of analyzed data and information on all project activities using relevant IT/statistical tools, orientated towards evidence based programming and accountability;
  • Provide inputs (information, statistics) and assistance for the elaboration, drafting, revision and editing of the consolidated interim reports and other performance-related reports;
  • Participate in bi-annual project reviews and planning workshops and assist the PCU in regular sharing of the outputs of the M&E findings with the project team, implementing agencies and major stakeholders;
  • Support the project’s communications approach to deliver key messages on the project progress and achievements effectively;
  • Provide guidance and training to project team, including project implementing agencies, to monitor project impacts and implement planning, monitoring, evaluation and reporting policies, procedures and practices;
  • Support project team in learning activities, generating and sharing lessons learnt and best practices for continuous project improvement (including feedback mechanisms with key project stakeholders, impact studies, cross-visit, etc.);
  • Provide regular feedback to the PCU and perform other related tasks assigned by the Deputy Team Leader and Project Manager.

Requirements

Essential:

  • University degree in Social Sciences (Governance, Political Science, International relations and International Cooperation for development) or related issues;

  • At least 5 years of professional experience in design and implementation of M&E/MIS in development projects implemented by large national/international NGOs/UN bodies/ Government;

  • Experience in designing tools and strategies for data collection, analysis and production of reports;

  • Experience in participatory methodologies;

  • Experience in integrating gender and human rights approaches in M&E;

  • Proven understanding of learning mechanisms and impact mapping;

  • Expertise in analysing data using IT/statistical tools;

  • Proven ICT skills, especially using database/statistical packages;

  • Excellent command of spoken and written English.

  • Myanmar National or International with valid work permit in Myanmar

Advantageous:

The following characteristics will be considered as additional assets:

  • Advanced degree (Expert or Master) in M&E or social research;

  • Experience in the management and development of external evaluations of donor funded projects;

  • Experience/knowledge of programme management and project management methodologies;

  • Previous experience working in EU-funded projects with procedures and tools for planning, monitoring and evaluation ;

  • Experience in working in multicultural environments and in particular in Southeast Asia.
