CISP Lebanon
CISP has been active in the Leanese humanitarian sector since1996 and has a particularly strong track record in supporting local communities including Lebanese population as well as Palestinian and Syrian refugees. Since then more than 50 projects have been implemented with funding of the European Commission (ECHO, EC), UN agencies (UNRWA, UNICEF, OCHA), Italian Ministry of Foreign Affairs and Italian Cooperation. CISP activities aim to support the most needed Lebanese in areas lacking of basic services and without access to economic opportunities (Mainly in the North and in the South). Moreover, the humanitarian assistance support Syrian and Palestinian Refugees through WASH, shelter, NFIs infrastructures rehabilitation & civil works, supply of equipment and materials, human resources training, social and educational activities, etc. Lately, in line with Regional and National policies on country recovery and resilience, the NGO has placed an increased emphasis on the long term sustainability of basic services especially in the water sector. Nowadays, in consortium with other international partners (GVC, CONCERN, ACWUA), the NGO is pioneering a new water demand management approach for promoting Sustainable Management of Water Services and Resources by fostering the capacity of the local institutions, ensuring improved access to potable water supply and by supporting and raising awareness of the final users.
PROJECT DESCRIPTION
The MADAD project aims to ensure the provision of reliable and sustainable water services to Syrian refugees and host communities by strengthening infrastructural and managerial capacities of local Water Establishments. By targeting 5 different pilot areas respectively in the Zgharta, Akkar, North Bekaa and Bent Jbeil districts, the project will:
- Construct new or rehabilitate and upgrade existing infrastructure to supply 24-hour water within international quality standards;
- Install flow meters along the trunk line to promote water resource management
- Install water meters on household connections in order to reduce NRW;
- Ensure the application of volumetric tariff in collaboration with WEs in all the project areas as pilot experience for the whole country;
- Build capacity of WEs to manage water resources by partnering with ACWUA to train them on water meter reading, invoicing by volumetric tariff, and creating a more active customer relation services;
- Host sensitization sessions for target population, including municipalities, to promote payment of fees and subscription to WEs;
- Link Lebanese Water Establishments in the North, South, and Bekaa with the MENA region through ACWUA for capacity building, sharing of knowledge in the region with public and private sector, and scaling up of activities.
Purpose of Job:
•To ensure the correct implementation of a Baseline/Endline Surveys on the pilot areas for assessment of beneficiary water related needs and behaviors
•To ensure awareness and interest of the target population, including municipalities, to promote payment of fees and subscription to WEs;
•To achieve social behavioral change of the target population;
•To promote the project aims and amplify the project outcomes (water subscription, water meters installation, conscious water consumption) within the target areas by engaging with different media, partners, beneficiaries, institutions and the public at large
•To ensure a communications strategy is in place and public information products are produced and disseminated in an efficient and effective manner.
•To ensure the successful implementation of informative, awareness and communication campaigns addressed to different targets of the community.
•To collaborate with other CISP staff and MADAD consortium counterparts in order to ensure a smooth and coherent achievement of the project outcomes
Key Working Relationships:
Internal: Working relationship with MADAD Project Managers, WASH Expert and Engineers should be maintained while working in the office. The position imply as well the direct coordination of field officers and outreach staff.
External: The relationship with local institutions (Water Establishment, Municipalities and other local governmental bodies), development partners, civil society organisations, media and community members should be maintained effectively.
Detailed Job Description and Responsibilities:
Planning:
•Planify the implementation of the baseline survey and database of the target community using software such as GIS
•Support the Project Manager to develop a Communications Plan CP based on local realities, the project objectives and indicators.
•Review and update the Communications Plan on quarterly basis.
•Support the field officers and outreach staff to develop their action plans
•Planify the activities in coordination with the engineers and the other CISP staff in order to ensure a smooth implementation
Implementation:
•To coordinate and assist the baseline survey and database development of the target community.
•To ensure an effective and efficient data collection of the suveryed area by directing and coordinating the field officers and outreach staff.
•To assist the Project Manager to develop : a) informative campaigns addressed to citizens on cost-recovery, water conservation and water meters installation. b) awareness campaigns addressed to the community on bill structure and invoices to optimize HHs consumption and expenditure. c) mass communication campaigns (national level) for promoting water meters installation and future replication of the experience
•Support for timely and effectively execution of communications/outreach/social activities under project plan.
•To monitor, evaluate and draw conclusions after the implementation of each activities and campaign.
•To support field staff on communicating, and effectively promote the project outcome (water subscription, water management and water meter installation).
•Managing and participating in the events particularly awareness and communication campaign, survey and other project activities, ensuring the correct message is transferred.
•To supervise the finalization of the water supply network and report the progress of the activities to the local engineer and the project manager
•To supervise and facilitate the installation of household connections and water meters in collaboration with the local engineers and technicians.
•Establishing and maintaining a close working relationship with the local institutions, development partners and communities for ensuring the effectiveness and a smooth implementation of the communication plan.
•To build and maintain excellent relationships with key stakeholder and beneficiaries.
•To contribute to the effectiveness of the MADAD programme (Assist in preparation of strategies, annual plans, participate in regular team meetings to review progress and resolve problems; represent CISP at local and national meetings;).
Documentation and Learning:
•Ensure a complete and accurate data collection for the development of the baseline and other surveys
•Collect and gather interest stories/ case studies, photos and videos that are noteworthy for use in reporting and communication campaign.
•Collaborate in producing project publications including learning, campaign and promotional materials ensuring all are in line with, project aim and core messages in collaboration with the consortium. •Support in process documentation of events, programmes, campaign.
•Develop and maintain a database and literature resource containing information on WASH sector and project related issues.
•To collaborate with the WASH expert and the PM in the development of lesson learned and Monitorning and Evaluation reports.
Monitoring and Reporting:
•Ensure receipt of reports and products from field officers especially for communications within agreed deadline.
•Review field staff’ reports and provide feedback to ensure quality of the report or product. It will help managing outputs, outcome and impact against plans and objectives.
•Assure effective utilization of the resources CISP provides to the field officers ensuring they are used appropriately, according to the project mission.
•Identify the needs of the field officer, facilitate and co-ordinate their activities.
Others:
•Work with the best interest of CISP, the MADAD Consortium and the beneficiaries in mind.
•Represent CISP's at meetings/forums/workshops whenever deemed necessary.
•Any reasonable official duties as requested by the Line Manager.
Job requirement:
•Degree of Art or Science in Environmental Studies, Statistics, Education, Social Science, Communication or other related fields.
•3 to 5 years working experience in leading awareness campaign and/or holding a communication officer role.
•At least 2 years experience in the Water Sector
•Demonstrated experience in conducting field-level data collection and data entry using electronic tools and software.
•Demonstrated experience in knowledge and data analysis •Demonstrated experience in Monitoring and Evaluation Roles
•Outstanding communication skills.
•Knowledge of the Water Sector managerial and institutional issues
•Good understanding of the socio-economic and cultural aspect of water services in Lebanon
•Knowledge of social outreach methods
•Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries.
•Highly organized, able to work by respecting deadline and with high sense of responsibility.
•Fluency in written and spoken Arabic and English
•Driving Licence
