Uganda: M&E Officer

Cesvi is an international NGO mandated to work in emergency, recovery and development settings. It has been operational in Uganda since 2001, working mainly in the following sectors:
 Food security interventions (agricultural inputs, agro and agro-pastoralist field schools);
 Livelihoods and economic development (market rehabilitation, access to land, income generation initiatives);
 Service delivery sectors including water, education, health (HIV/AIDs, sanitation and hygiene promotion).
Cesvi’s mission is to transform into action the concept of ‘human solidarity and social justice into humanitarian aid and development initiatives for the affirmation of universal human rights’.
Cesvi in partnership with WFP is going to implement the General Food Distribution program in Palabek settlement; Lamwo district from 1st July 2018. In respect of this intervention, CESVI is seeking to recruit a suitably qualified person to fill the position of an M&E Officer PURPOSE OF POSITION: The monitoring and evaluation officer will ensure and perform effective monitoring, verification and evaluation of the CESVI food Distribution project. Will be responsible for putting in place systems that will effectively contribute towards providing information about the project performance.

KEY RESPONSIBILITIES:

 Support and ensure effective monitoring, verification and evaluation of the Food distribution Project in Palabek.

 Promote data collection, analysis, documentation and dissemination for learning purposes and informed decisions.

 liaise closely with the partners (WFP, UNHCR, OPM) who have established the overall monitoring, verification and evaluation framework.

 Support the implementation and on-going development of monitoring, evaluation and learning processes and systems to collect output and outcome level data.

 Support project staff to provide quality and timely data required to generate programme reports and other documentation for programme.

 Analyse and compile project monitoring information to inform practice and produce reports and other documentation for different stakeholders/audience groups.

 Design and facilitate M&E training workshops with relevant staff to strengthen potential skill gaps in programme implementation.

 Support the analysis and triangulation of qualitative and quantitative monitoring data.

 Ensure all M&E and learning activities uphold a commitment to gender equality, age sensitivity and the inclusion of marginalized groups. Knowledge, Skills and Abilities

 A University Degree in quantitative disciplines (Preferably Economics, Social science, statistics)

 Relevant work experience in commodity distribution

 Proven experience of building systems and developing staff capacity in M&E.

 Ability to design monitoring and evaluation tools and instruments

 Excellent analytical skills combined with proactive energetic approaches to problem solving.

 Must have basic knowledge in computer applications like MS Office.

 Knowledge in Statistical analysis as well as packages likes SPSS is an added advantage.

 Any experience in research or data management is also an added advantage.
