Cesvi is an international NGO mandated to work in emergency, recovery and development settings. It has been operational in Uganda since 2001, working mainly in the following sectors:
 Food security interventions (agricultural inputs, agro and agro-pastoralist field schools);
 Livelihoods and economic development (market rehabilitation, access to land, income generation initiatives);
 Service delivery sectors including water, education, health (HIV/AIDs, sanitation and hygiene promotion).
Cesvi’s mission is to transform into action the concept of ‘human solidarity and social justice into humanitarian aid and development initiatives for the affirmation of universal human rights’.
Cesvi in partnership with WFP is going to implement the General Food Distribution program in Palabek settlement; Lamwo district from 1st July 2018. In respect of this intervention, CESVI is seeking to recruit a suitably qualified person to fill the position of HR Field Officer

PURPOSE OF POSITION:

Responsible for the technical management of human resources so as to secure the effective and efficient implementation of Human resources functions.

KEY RESPONSIBILITIES:

 Perform and monitor Human Resources Management services in accordance with CESVI’s HR Guidelines, regulations, policies, procedures and practices and in light of project activities in CESVI.  Facilitate the maintenance and upkeep of CESVI’s HR/Training plans, and in conjunction with Security Unit, ensuring staff compliance of all mandatory/recommended security briefings and training.  Coordinate national recruitment processes within CESVI in close liaison with the Management team and provide support to CESVI in filling the appropriate staff vacancy needs, ensuring that relevant recruitment procedures are effectively and swiftly applied and that selected new staff are sufficiently briefed, including through an appropriately updated orientation package so as to ably assume functions at CESVI in a timely fashion.  Carryout the maintenance of personnel files and attendance records of international, national and sub-contracted staff within CESVI.
 Ensure timely and regular implementation of the CESVI Staff Evaluation System (SES) and encourage and provide guidance for the timely completion of the performance management process in line with the CESVI deadlines.

 Manage systems to handle personnel issues, Staff leave entitlements/planning, capacity building, Disciplinary actions and other personnel related issues.

 Ensure regular updates to CESVI’s organogram/staffing table and contact lists, including those of sub- offices. Propose to the management appropriate and effective administrative procedures reflecting CESVI’s needs.

 Monitor the contractual situation and the administration of entitlements of local staff.  Supervise the preparation of the monthly payroll for national staff and sub-contracted personnel and ensure its accuracy and timeliness

 Keeps abreast of developments in various areas of human resources.

 Perform such other duties as may be assigned. Knowledge, Skills and Abilities

 University degree in Human Resources, Business Administration or Any other related field from an accredited academic institution.

 At least 2 years of relevant work experience in human resources management, recruitment, organizational development.

 Experience in field emergency operations.

 Excellent presentation and communication skills required.

 Excellent organization skills; analytical and creative thinking
