Introduction:
This document outlines the Terms of Reference (ToR) for the position of M&E Field Officer at CESVI in Syria. The selected candidate will play a crucial role in fostering collaboration, managing relationships with stakeholders, and coordinating program activities for CESVI's initiatives in Syria.
Background:
CESVI is an international non-governmental organization committed to promoting sustainable development and providing humanitarian aid in various regions around the world. In Syria, CESVI implements projects focusing on education and protection.
Role and Responsibilities:
The M&E Field Officer will be responsible for the following:
1. Ensure that project activities are properly monitored and reported
- Evaluation work in the field and to follow up on the project work to verify its completion.
- All data collection processes and tasks, and effectively follow up all activities from the beginning of the project period until the end of implementation.
- Properly document, organize, and capture program progress.
- Track the progress of the activities as well as track project performance, indicators, and monitoring and evaluation manuals.
- Design data collection tools using Kobo, Comm Care etc..
- Prepare the required reports in accordance with CESVI policy and in coordination with the programs, which includes submitting periodic reports on its work to its direct manager or whoever is appointed.
- Check the different types of documents, prepare the attendance list, contained in the logical framework, and then send them to the line manager on time.
- Carrying out the tasks assigned to it by its direct manager and in the field of work.
2. Implementation of HR Policy and Code of Conduct
- Ensuring compliance with CESVI HR Policy and Code of Conduct within his/her area of responsibility;
- Follow up and address HR issues appropriately.
3. Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
- Ensuring compliance with CESVI Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout the projects activities;
- Local mapping on legal, social welfare and safeguarding/child protection arrangements and local pathways for referral;
- Preliminary assessment of potential safeguarding risks and periodical review;
- Support local CSOs in setting up project complaints and feedback mechanisms (PCFM) in accordance with CESVI PCFM Guidelines
- Organization of adequate capacity building, training, mentoring and advice to project staff, partners, volunteers and other associates
4. Security Management
- Guaranteeing the respect of CESVI Security Plan and other rules and regulations on security, in close collaboration with the Security Advisor
- Participating actively in security coordination mechanisms present in the Country, if any
- Guaranteeing that the original of essential project’s documents are kept safe and always ready to be transported, in case a quick re-location/evacuation is ordered.
Qualifications and Skills:
- University degree or institute.
- 1 to 2 years’ experience in the field of monitoring and evaluation
- Ability to use the computer skilfully and efficiently.
- Experience in data analysis programs (Excel, Power BI, etc.)
- Excellent communication skills, both oral/verbal and written.
- Good level of M&E report writing.
Experience:
At least 2-3 years of experience in monitoring and evaluation management, coordination, or similar roles within the humanitarian or development sector.
Other Requirements:
Previous experience in similar roles with INGOs is considered as plus.
Duration and Remuneration:
The position is full-time and initially offered for a fixed-term period, subject to renewal based on performance and funding availability. Remuneration and benefits will be commensurate with experience and in line with CESVI's policies.

Cesvi commitment to being a safe organization begins with the staff recruitment process which includes meticulous checks, such as criminal records checks or check disclosure of previous convictions, to ensure children and vulnerable people are safeguarded and abuse is prevented. Safeguarding checks are part of the selection process performance.
HEALTH SAFEGUARDING
Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
