Cesvi, established in 1985, is a secular, independent non-governmental organization, working for global solidarity and operating in the international cooperation and aid field. In the values guiding Cesvi, the moral principle of human solidarity and the ideal of social justice are transformed into humanitarian aid and development, reinforcing an affirmation of universal human rights. Today, Cesvi is directly present in more than 20 Countries with around 100 projects per year, aiming to serve the most in need. Cesvi's sources of funding are institutional donors (e.g.: UN Agencies, EC DG-ECHO and INTPA, Governments' cooperation Agencies) and private donors (individuals, corporations and foundations).
DUTY STATION
The main duty station will be Bucha, Kyiv. If the candidate's residence is in Kyiv oblast, the possibility of working remotely will be considered upon the approval of the Project Manager
REPORTING LINE
The Admin & Accountant Officer will work under the direct supervision of the Program Administrator, and he/she responds to the Project Manager. Contribution for the transportation costs will be considered
SCOPE OF POSITION
The Admin & Accountant Officer supports the administration of the project **“Integrated first emergency and protection services for the vulnerable population of Bucha”-**Cesvi Project code: EUKR011.
KEY RESPONSIBILITIES AND DUTIES
The main task of the Admin & Accountant Officer is planning, implementing, managing and coordinating the following activities:
FINANCE/ADMINISTRATION
- Update the Prime Entry and Budget & Forecast Update (BFU) monthly, in coordination with the Project Manager and Project Administrator
- Manage the petty cash and related files (cash book)
- Fill and supervise the bank books and related files
- Prepare Bank reconciliations
- Collect and record cheque payments and/or cash as received
- Support in the preparation and submission to the HQ of the request for Payments and Request of Transfers
- Update the office-shared costs plan
- Collaborate with Project Managers and Project Administrator for the preparation and submission of the interim and final project financial reports, after approval from HQ
- Supervise and monitor the periodic financial reports and BFU (in coordination with the PM) submitted by project partners
- Assist PMs and the Project Administrator in managing financial activities, following CESVI and donor regulations and procedures
- Assist the PMs in the preparation/update of the procurement and running costs plan
- Assist the PMs and related CESVI staff in the management of procurement procedures and liaise with CESVI providers
- Cooperate with relevant staff at the field and HQ level for the preparation of internal and external audits
- Timely and accurate archive project and office documents
- Supervise the payment of local taxes and the submission of the annual tax declaration
- Ensure compliance with all local laws and regulations
- In coordination with the CESVI local staff and partner staff, ensure the functioning of the office (rent, bills, equipment; stationary and other relevant running costs)
- Translation of the financial and administrative support documentation from and to English
- Support and collaborate closely with the administrator of the local partner, strengthening their capacity concerning donor's and Cesvi’s Administrative policies and procedures
- Support the local partner in the preparation of the forecasts, record keeping and financial report writing under the supervision of the project administrator
HUMAN RESOURSES
- Ensure that the employment standards applied for Cesvi’s staff and Local partner staff are compliant with the local labour law
- Support the publication of the new hiring position, collection of the CV and filing of the related documentation
- Support the local partner in the preparation of job descriptions and the implementation of a transparent hiring process.
- Ensure safe and standardized filing of personnel documents in compliance with Cesvi’s rules and regulations on data protection
- Preparation and supervision of the payrolls, timesheets and leaves of the national staff members
QUALIFICATIONS:
A BA/BS in finance, business administration, public administration, economics or another relevant field is required
PROFESSIONAL EXPERIENCE:
- Minimum of 3 years of job experience relevant to the function of Finance and or HR Officer in a comparable environment with non-governmental organizations or project management
SKILLS AND COMPETENCIES:
- Proficient in computer skills particularly Microsoft Office, especially use of Excel
- Excellent oral and written English language
- Good command of relevant employment legislation
- Good reporting skills
- Ability to manage and prioritise a varied workload and work to deadlines
- Ability to work in a team, and collaborate with partner organizations
- Flexible and with a positive attitude
OTHER INFORMATION:
Contract duration: 12 months
Salary range: 1700 - 2000 € / gross monthly salary
