Cesvi is an international NGO mandated to work in emergency, recovery and development settings. It has been operational in Uganda since 2001, working mainly in the following sectors:
 Food security interventions (agricultural inputs, agro and agro-pastoralist field schools);
 Livelihoods and economic development (market rehabilitation, access to land, income generation initiatives);
 Service delivery sectors including water, education, health (HIV/AIDs, sanitation and hygiene promotion).
Cesvi’s mission is to transform into action the concept of ‘human solidarity and social justice into humanitarian aid and development initiatives for the affirmation of universal human rights’.
Cesvi in partnership with WFP is going to implement the General Food Distribution program in Palabek settlement; Lamwo district from 1st July 2018. In respect of this intervention, CESVI is seeking to recruit a suitably qualified person to fill the position of a Food Distribution Point Manager. PURPOSE OF POSITION: The purpose of the position is to manage all Food Distribution Point (FDP) interventions geared towards systematic and quality food commodity distribution to the refugees in Palabek refugee settlement Lamwo District Northern Uganda. Ensure the WFP aid program at the FDP is carried out in line with WFP and CESVI standards while providing responsive accountability at all stages of the food distribution in the field. KEY RESPONSIBILITIES:
 Responsible for the overall field implementation of day to day food distribution interventions in the field, ensuring all food distribution arms are functional in conformity with CESVI and WFP standards.
 Work with WFP, UNHCR and OPM to develop and approve clear and concise Food Assistance community communication strategies, SOPs and support timely roll out of community outreaches to address refugee anxiety, avert tension within the Food sector group and communities.
 Responsible for developing and implementing comprehensive operational plans for the Food distribution Points
 Community mobilization and coordination of food distribution activities at the FDPs in liaison with the Food Management Committee and Local leaders.
 Facilitate capacity building of the food distribution teams to meet established standards through on the job training, workshops, mentorship and other appropriate methods.
 Carry out food distribution in compliance with CESVI and Donor guidelines and standards
 Prepare food requests based on the approved food distribution plan.
 Notify beneficiaries about impending food distribution well in advance to ensure timely and full participation.
 Liaise with warehouse staff on distribution planning and commodities dispatching from Warehouse to food distribution points.
 Supervise food distribution in a manner that will ensure all targeted beneficiaries receive all the planned commodities and in their rightful rations.
 Conduct caucus meeting with FMCs and settlement leaders to agree on roles and responsibilities during distribution.
 Conduct pre-distribution meeting to sensitize and inform beneficiaries about commodities in the food basket, ration sizes, nutrition and hygiene messages and any other issues to be communicated to them.
 Provide proper accountability of commodities distributed at the food distribution point.
 Maintain a comprehensive commodity tracking system so as to ensure that all commodities are properly distributed and accounted for in line with CESVI and WFP standards.
 Prepare all necessary forms related to food distribution i.e. sign receipt waybill, fill in the truck inspection report, random weighing form, distribution point visit report, certificate of food receipt and distribution, loss damage reports etc.
 Ensure that the required periodic reports are generated in respect of the Food distribution interventions relating to the FDP.
 Organize and conduct training of FMCs, Volunteers, Scoopers and RWC members on their roles and responsibilities. Knowledge, Skills and Abilities

 Past experience preferable with an NGO or UN agency, in food commodities handling tracking and accounting.

 Adequate knowledge and experience in food aid programs and Donors standards appropriate to the management of the food programs.

 Excellent Presentation and report writing skills

 Experience and skills in carrying out participatory community interventions
 Extensive experience in supervising staff and conducting capacity building workshops.

 In depth working Knowledge of computer office packages

 Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.

 Knowledge of humanitarian aid standards as well as accountability standards

 Ability to solve problems and prioritize many demands without losing focus.
