WORK CONTEXT

Cesvi has been working in Palestine since 1994, gaining a long-term experience in both development and emergency sectors, focusing its interventions mainly in environmental related projects (WASH, SWM, environment).

Cesvi currently has three offices in Palestine: one in Tulkarem city to supervise its activities in the northern area of West Bank, one in Hebron city for its activities in the South and another one in East Jerusalem, for project implementation, representation, coordination and development of new programs.

The action aims at improving the Solid Waste Management (SWM) system and environmental practices, as a way to contribute to enhance the environmental conditions for the population of Shufat refugee camp (SRC).

The action works on three parallel components/results:

-strengthening of the technical capacity of UNRWA and local organizations to collect and dispose solid waste, increasing the effectiveness and efficiency of the present system;
-enhancement of community awareness on the new SW system and proper environmental practices, involving leaders, youths, women and children of SRC;
-rehabilitation and reclamation of key SRC areas, performed with the community itself, to bring ulterior efficiency to the SW collection system and a new sense of public beauty, ownership and cohesion.

JOB DESCRIPTION

The collaboration is expected n January 2016 (according to the contract signature with the donor).

The main duty station will be Jerusalem with frequent travels to the whole West Bank. The person will respond to the CR and to the HQs Desk Officer.

The PM – Deputy CR has the responsibility to manage and report on all aspects of the project implemented in Jersualem, in line with the objectives, timeframe and budget. As a Deputy Country Representative she/he will act in front of donors and stakeholders, coordinating in-country international and national staff under the supervision of the CR (including research of new funding opportunities).

Main tasks and duties:

Project management

Be responsible for the overall projects management and implementation, including budget compliance
Supervise activities related to project management, including administration, accounting, procurement (in accordance with Cesvi rules and regulations), staffing and reporting
Supervise project activities, guaranteeing a constant support to project stakeholders
Guarantee clear documentation of project activities, through reports and other visibility tools, as required and agreed upon with Cesvi headquarters and the donor.

Representation: Deputy CR

The Deputy CR is responsible for program development, supervisory and managerial responsibility over program personnel, programs and policies. The Deputy CR provides the vision and leadership in program development and management, monitoring overall program performance by tracking progress toward specified objectives. The Deputy CR support the CR in the following tasks:

Manage liaisons with local, national and international actors (governmental entities, European cooperation, UN Agencies, local and international NGOs, private sector and civil society associations and other stakeholders), with special attention to Alliance2015 members
Produce planning documents, including related financial provisions under the supervision of the Desk Officer at Headquarters level
Ensure the elaboration of monthly internal report to be submitted to the Desk Officer on achievements, projects, problems encountered, pertinent developments, and strategic needs
Be involved in visibility actions taken by Cesvi headquarters in order to promote in-Country activities and to raise funds accordingly
Attend meetings with coordination bodies (AIDA, Clusters, Security, etc.), UN Agencies representatives, EU representatives, local and international NGOs officers, private sector and civil society representatives, whenever required
Seek funding possibilities and draft project proposals for private and public donors, according to Cesvi Country strategy
Guarantee that all the activities are in line with Donors' and Cesvi procedures and rules.
Promote best practices.
Assume the role of security manager.

REQUIRED COMPETENCIES

-Master's degree in economics, political science, environmental engineering or related fields
-Minimum 5 years' experience working in developing countries, managing humanitarian and/or development projects
-Experience/knowledge of main Donors (UE, ECHO, Italian MFA, ecc…)
-Strong communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships.
-Proven experience in personnel management, and in capacity building of National/International staff
-Strategic thinking and innovation
-Proven experience in project writing (from assessment to final presentation)
-Experience with NGO procedures, approaches and operations
-Knowledge in procurement procedures and finance
-Highly flexible, team-player and motivated
-Excellent problem-solving and analytical skills
-Strong leadership, organizational and interpersonal skills
-Fluency in English (written and spoken)

DESIRABLE COMPETENCIES

-Prior experience in Palestine desirable

-Knowledge of Italian and Arabic

-Strong computer skills including Microsoft Word, Excel, and Access

DURATION

12 months, renewable (with a 6 month probationary contract)

SALARY RANGE

3.500€ // 2.800€ GROSS SALARY
