Libya: Head of Mission - Libya

Work Context

Cesvi works in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016 the remote management is done from Tunisia and is based on evaluation of existing situation. Cesvi plans to return with expatriate staff to Tripoli with a key initial staff, based on the on-going security assessment.
Cesvi provide a strength and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers and IDPs affected by the ongoing unstable situation in Libya. Ongoing emergency projects (cash transfer with protection components, child friendly spaces, distribution of NFIs) are implemented in Benghazi and Tripoli. Projects are funded by : HCR, UNICEF, EU, Swiss cooperation. Total annual budget up to 3 ML, 6 expatriate staff, 100 local staff.
Due to the current situation in Libya, the Country office is based in Tunis in order to keep the coordination with the international partners and donors.
The Head of Mission has to coordinate by remote effectively and efficiently the key staff in order to increase Cesvi presence within the country. Main tasks will be: implement Cesvi strategy (under the guidance of the HQ), directly coordinate the project implementation process, maintain and reinforce the relations with partners, donors, Authorities and stakeholders.

Job Description

The collaboration will start by the second half of February 2017.
The main duty station will be the Country Office in Tunis, with field visits for all programs if security will allow.
The Head of Mission will work under the direct supervision of Cesvi HQs Desk Officer.
Main tasks:

  • S/He will represent Cesvi with Donors, partners (including Alliance2015), stakeholders, sector working groups and coordination body and fora, and any other appropriate network aiming at raising Cesvi profile within the country.
  • S/He will contribute to and be responsible for the implementation of the strategic vision and direction of Cesvi in Libya in the most efficient and effective way securing the necessary resources to ensure its realization.
  • S/He will directly plan projects activities.
  • S/He will coordinate the expatriate team (up to 6), local staff in Libya (up to 100) with the support of the National Program coordinators and the Country Administrator in managing the administration unit.
  • S/He will responsible, in accordance with the deadlines, of the project reporting (activities planning, monthly program progress and final report of the project)
  • S/He will ensure operational excellence to achieve optimal efficiency and cost effectiveness in all functions and operations of the country office, whether quality/technical assistance, finance, material resource management, administration, information technology, audit, etc.
  • S/He will work in close in collaboration with the Country Administrator in budgeting, forecast and control of financial flows and planning.
  • S/He will be responsible of process any potential amendment or extension of the projects within the due times.
  • S/He will directly responsible of field staff recruitment and coordination.
  • S/He will write lead the submission of new project proposals in coordination with HQ and the field.
  • S/He will guarantee that all the activities are in line with Donors’ and Cesvi procedures and rules
  • S/He will promote best practices
  • S/he will be in charge of registration process in Libya and Tunisia in coordination with the HQs Legal department
  • S/He will assume the role of security manager.

Required Competencies

-University degree
-Minimum 5 years of proven management experience in leading the development of and ensuring successful delivery of programme strategy within a humanitarian context
-Proven experience in personnel management, and in capacity building of National/International staff
-Experience/knowledge of main Donors (UNHCR, UNICEF, SDC, ECHO Multi Donors’ Trust Funds, DIFID)
-Strong communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships
-Proven experience in personnel management, and in capacity building of National/International staff
-Proven capacity in managing Donors’ relations and in supporting and guiding the development of proposals and funds acquisition
-Experience in building relations of trust with Local Authorities and Government Officials, including high ranking officers
-Strategic thinking and innovation
-Fluency in English (written and spoken)

Desirable Competencies

-Knowledge of Libya and MENA region (previous experience will be considered a plus)
-Knowledge of main donor’s procedures and regulation
-Strong experience in M&E
-Strong computer skills including Microsoft Word, Excel
-Knowledge of French is considered a plus
