TERMS OF REFERENCE
Communications Officer
Type of Contract: Service contract
Duty Station: Yangon, Myanmar (with frequent travels to other regions/districts)
Indicative Starting Date: May 2017
Duration of Assignment: Until the end of the project implementation due on 30 November 2021.
OBJECT**
The project is seeking a Communications Officer who can support with technical expertise internal and external communications along the project implementation. The job holder will contribute to and manage external communication and visibility of the project, including key message streaming and information dissemination of the project’s activities to different national and international target audiences. He/she will also contribute to the internal communications between the two project offices in Yangon and NayPyiTaw.
DESCRIPTION OF THE SERVICES TO BE DEVELOPED.
Under the direct supervision of the Team Leader and Deputy Team Leader, the Communication Officer will develop the following tasks:
Communication work plan
Contribute to reviewing, drawing up, managing, implementing and monitoring the Visibility and Communication Strategy of the project, and including designing and implementing annual communication work plans for internal and external communications.
Organize and analyze studies, surveys, assessments and other feedback tools to monitor and revise annual communication work plans.
Take part in the relevant networks and exchanges with contractors, stakeholders, EU Delegation to Myanmar and other agencies.
External communication tools and channels
Gather information and data, and produce and distribute messages through appropriate channels (electronic, print, audiovisual, etc.).
Support planning and development of relevant information and communication products (dissemination materials, leaflets, brochures, etc.) and support dissemination of knowledge products (technical reports, studies).
Draft and edit messages, articles and texts for external audiences, including traditional and social media.
Establish a database with relevant national and international media staff, journalists in Myanmar.
Build up, manage and improve media relations e.g. interacting with journalists, preparing suitable messages, press releases, info packages, briefings, articles and background papers, organizing press events, evaluating impact, etc.
Monitor national, regional and international media on project issues and provide media updates.
Contribute to managing, updating, developing and editing of a project online communication tools and providing inputs to FIIAPP HQ communications.
Organize, run and evaluate large scale events and meetings, including assistance for the presentation of speeches, slides and presentations and carrying out of presentations.
Procurement and contract management
Manage public procurement, contracts and projects to provide external communication services and products (such as online tools, audiovisual productions, publications or visuals) by external service providers.
Delivery of communication products on budget and time: Supervise service providers, monitor the delivery and use of results, and evaluate external services.
Internal advice, support and control
Provide colleagues with communications expertise and support on both visual and editorial aspects, developing and harnessing their external communication skills.
Contribute to in-house trainings, workshops and presentations related to external communications.
Draw up and improve internal and external communication procedures and rules, visual identities, house-styles and editorial policies and encourage their correct application.
Other tasks
In co-operation with the Key Expert in Civil Society and Media and the Communication team in FIIAPP’s HQ in Madrid contribute to other communication and visibility activities where such contribution is deemed necessary.
Requirements:
University degree in Journalism, Communications Science, Social media or marketing, Public Relations, Political Sciences and International relations, or related issues;
At least 7 years of relevant professional experience in above mentioned areas, must be acquired in a similar position, in the field of external and/or internal communications, marketing, public relations, information and/or media;
Very good oral and written command of English (Level C1)
Very good copywriting and editing skills, including web editing;
High levels of cultural sensitivity and awareness of the sensitivity of the project issues;
Advanced knowledge of MS Office (Word, Excel and Power Point)
Proven experience in the Southeast Asia
To be a national of a member state of the European Union, UK, Norway, Iceland or Lichtenstein.
Merits:
Additional years of relevant professional experience in above mentioned areas, acquired in a similar position.
Specific experience in management of communication and social media networking for large international non-governmental organisations or agencies within international donor-funded projects.
Previous professional experience managing communication on issues of a highly delicate nature in multicultural environments.
Relevant additional studies, training or certification in management of ICT tool, social media strategies, community management or other related.
Advanced level in design or editing tools
This expertise is compulsory. Additionally, profiles that go over the demanded expertise will be proportionally valuated.
