Background on Cesvi

Cesvi is a non-governmental, international humanitarian organization working for global solidarity in 30 countries throughout the world. Cesvi has been working in Western and Eastern Libya, with support from international donors and cooperating with local counterparts, since March 2011 in the following sectors: Provision of emergency relief to conflict-affected families, support to the local agricultural sector, child protection and promotion of a favorable protection environment for refugees, asylum seekers and irregular migrants.

Background on the project

The project “Psychosocial emergency response and recreational activities for children exposed to violence in Benghazi” funded by UNICEF in partnership with Cesvi will focus on the response to the protection needs of displaced children by offering psychosocial support and recreational activities in 4 public schools within Benghazi.

Objective

  • The Child Protection Officer assistant will support to the Child Protection (CP) Officer in the implementation of Cesvi protection activities run in Benghazi, in the framework of UNICEF programme. She/he will be supervised by the Child Protection Officer based in Benghazi.

Specific tasks and responsibilities:

  • Support to the Child Protection Officer in the management of the programme in the 4 public schools.
  • To identify the HR requirements and participate in the recruitment of qualified animators and volunteers in close collaboration with the Child Protection Officer.
  • To monitor staff performance and conduct formal/ informal evaluations on a regular basis and as required by the CP Officer and Project Manager.
  • To identify the staff’s capacity-building needs and contribute to on-the-job training.
  • To ensure that the field staff respects Cesvi’s Standard Operating Procedures and Code of Conduct.
  • To lead the design of an appropriate weekly programme of activities in collaboration with the CP Officer and relevant staff by ensuring that parents and children are involved in the selection, development, planning and implementation of activities and events at the CFS.
  • To identify the equipment needed for the planned activities and submit a list of needs to the CP Officer
  • To monitor the effective realisation of the programme of activities on a daily basis.
  • To facilitate the CP Officer in the organisation of formal awareness events and training sessions.
  • To help the CP Officer identify the actors/ structures to ensure an effective referral system for children with special needs, incl. children with acute psychological distress, SGBV survivors and children living with disabilities, among others.
  • To address and manage referral of identified cases of particularly vulnerable children, including those who have suffered from physical, sexual and mental abuse, injury, neglect, exploitation

  • To report weekly, monthly and quarterly data to the CP Officer, according to the deadlines mutually agreed and in time for final submission to UNICEF

  • To assist the CP Officer in maintaining an electronic database on the children participating in the activities.

  • To proactively inform the CP Officer and Cesvi PM with regard to any relevant need/ concern/ progress.

  • In addition to the laid out terms, the CP assistant is responsible to fulfil any additional duties put forward by his/her direct supervisor or other authorizing personnel.

Qualifications, experience and competencies

  • University Degree, preferably in Psychology, Social Sciences, Law, Development Studies or relevant fields / Academic qualifications in Administration/ Education/ Psychology/ Social Work and similar
  • Previous substantial experience in education/ child protection related positions
  • Previous experience in working with local civil society organizations/social services/International NGOs;
  • Experience in supervising and mentoring other staff.
  • Excellent command of the English language
  • Good IT skills: Microsoft Word and Excel, Internet browsing;
  • Ability to work in unstable, uncertain or potentially dangerous environments
  • Capacity to work both independently and in a team.
  • Sensitivity in dealing with displaced people and strong cross-cultural communication and resilience skills
  • Familiarity with emergency, Child Protection and gender mainstreaming
  • Understanding of gender issues highly desirable.
  • Accuracy in collecting and analyzing data;
  • Reliability, proactivity and ability to carry out tasks independently, truthfulness and accuracy in reporting to supervisors
