Objective 1 : Programme Management
- Provide overall implementation, coordination and technical support for the BRCiS (Building Resilient Communities in Somalia) programme in the respective assigned areas (currently Mudug and Afgooye Districts).
- Prepare detailed implementation and procurement plan for project grants with involvement of the, logistic and procurement offices in Kenya and in Somalia.
- Conduct full oversight for implementation of the project(s) activities according to national policies, donor guidelines including changes of project direction or priorities.
- Ensure the resilience programme staff/team is fully conversant with and trained in use of national protocols and guidelines.
- Lead the effective implementation of agreed M&E tools to monitor, review and evaluation for ensuring the quality of project implementation and accountability;
- Contribute to programme development with required inputs from the field for new project proposals and budgets;
- Participate in timely / regular programme reports: monthly/quarterly/annual and other reports as required by the programme;
Objective 2 : Management of Human and Financial resources
- Prepare operational plans, budgets and human resource plans for the project(s).
- Assess/review the human resource needs when appropriate and participate in staff recruitment and performance review process as needed by the organisation;
- Work with project staff, logistics/finance staff to develop expenditure and procurement plans to guide implementation of approved grants. Support Field teams in implementation of these plans ensuring that donor rules and regulations are abided by.
- Review Budget vs.Actual on a monthly basis with project staff and Finance Team.
- Ensure that performance management system is in place for all resilience staff.
- Provide training, capacity building and technical support to BRCiS staff and relevant stakeholders.
- Ensure that staff (for whom the post holder is responsible for), receive regular support, supervision and performance appraisals in line with in country protocols.
- Accountable for management and monitoring of assigned budget in the capacity of budget holder: authorize expenses, monitor spending and ensure the effective compliance of grant management.
- Ensure proper control and usage of CESVI assets and funds and ensure the programme provides value for money.
Objective 3 : Representation and Coordination
- Co-ordination and representation with the authorities and donor to ensure all project activities are carried out with their agreement and, as far as possible, their participation.
- Co-ordination and representation with other consortium members in monthly meeting and other meetings organized by the consortium lead in the field.
- Strengthen and maintain links with all key task forces and coordination mechanisms within the relevant sectors.
Objective 4 : Proposal Development
- In collaboration with CESVI Regional Office, proactively identify new funding opportunities by monitoring and analyzing donor strategies and funding trends.
- Support CESVI Regional Office in the development of new program design.
- Act as focal point for Resilience/FSL with during proposal review, editing, and submission.
Required Education, Qualifications and Experience:
- Relevant degree (agriculture, community development, economic agriculture or related discipline).
- At least 5 years working in emergency contexts for an international NGO with program management experience;
- Previous proven experience in Somalia in similar roles.
- Experience with cash assistance programming (mobile money/electronic cash assistance).
- Design and implementation of food security/livelihood projects
- Demonstrated ability to write reports, analyze requirements and document.
- Good understanding of monitoring and evaluation processes and tools.
- Excellent communication skills in English and Somali, both written and oral.
- Proven planning and time management skills.
- Good team player, flexible, and able to work under pressure.
- Excellent computer skills, including Microsoft Word, PowerPoint and Excel.
- Experience working in unsafe environments.
