WORK CONTEXT
Cesvi has been working in the Kurdish Region of Iraq since 2018, focusing on the sectors of Emergency Livelihoods & Food Security. Within this framework, a new AICS (Italian Cooperation and Development Agency) funded project “Promoting emergency livelihoods opportunities for acutely vulnerable displaced and host families and building climate-resilient communities in Dohuk and Sulaymaniya Governorates” will start in September 2022.
The project responds to the needs of the most vulnerable sections of the population such as displaced persons, refugees and host communities, aiming at contributing to reducing their vulnerability to the consequences of external shocks by strengthen their capacity to cope with livelihood depletion and food insecurity in the short to medium term.
Expected results of the project are:
- The most vulnerable households improve their short-term economic condition (related main activities: unconditional cash transfer and cash for work to sustain small agri-productions)
- Households vulnerable to climate shocks improve their productive capacities in sustainable agribusiness (related main activities: climate-smart agriculture, creation of family vegetable gardens)
JOB DESCRIPTION
The Project Manager will:
- be responsible for the daily project implementation, reporting and budget planning, guaranteeing project's activities and reports fulfil timely the scheduled objectives;
- plan, manage and monitor the activities in line with project's documents, Donor's rules and sectorial guidelines;
- ensure the proper application of Donor’ and Cesvi’s procedures, especially on financial management and administration requirements;
- develop and maintain track records of project's outputs, supervise the activities, prepare reports to the Donor and Cesvi HQ;
- develop and update the Project Monitoring and Evaluation Plan;
- prepare and update the project Procurement Plan and ensure purchasing procedures in compliance with Cesvi and Donor rule
- ensure the proper administrative-financial management of the project, ensuring that expenditures are in line with the financial plan, with the support of the Country Administrator;
- guide and supervise the activities of the local partner
- manage the relations with AICS (Italian Cooperation and Development Agency) office with reference to the project;
- manage the project local staff, including recruiting and training;
- organize and manage monitoring field visits by the donor and Cesvi HQ;
- ensure the visibility of the Organization and of the donor
S/He will also provide inputs for the development of project proposals to expand Cesvi’s presence in the area.
S/He will work in close coordination with Cesvi HoM in Erbil and Cesvi Area Manager at the HQ.
The main duty station will be Erbil, with frequent field missions to project’s areas in Dohuk e Sulaymanyah Governorates.
ESSENTIAL REQUIREMENTS
Degree in Project Management, International Development/Humanitarian sector and/or Economic development, or other relevant sectors;
Minimum 3 years’ of experience on development/humanitarian projects funded by institutional donors
Previous experience of implementation of projects in the sector of Livelihoods/Food Security.
Previous experience in Cash Transfer programming (unconditional and Cash for Work).
Good Knowledge of Project Cycle Management;
Good skills in Monitoring&Evaluation, and reporting skills on project’s indicators and objectives;
Fair understanding of budget issues in humanitarian projects (i.e. administrative and financial planning);
High proficiency of Italian – written and spoken. Please note that the project's Donor operates in Italian. Therefore, it is of utmost importance for the candidate to be proficient in Italian. Candidates that do not fulfill such requirement will not be taken into account.
Proficiency in English, written and spoken;
Strong computer skills including Microsoft Word, Excel.
DESIRABLE REQUIREMENTS
Specialization in Agronomy studies;
Competencies in agriculture production and climate smart agriculture;
Previous working experience in Iraq and/or in post-conflict situations.
Experience and strong knowledge of AICS (Italian Cooperation and Development Agency) and related procedures, including administrative requirements (financial reporting).
Previous experience in implementing humanitarian projects addressed to Refugees, IDPs and Returnees.

HEALTH SAFEGUARDING
Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
