CONSULTANCY – FINAL EVALUATION

General Background
CESVI has started its operation in Lebanon in 2001 with emergency assistance, food security and livelihoods actions. From 2013 onward, it has developed programs primarily focusing on vulnerabilities generated by the Syrian crisis, and from 2019 has reshaped its intervention to be able to tackle most impelling needs caused by the country meltdown.
GOAL OF THE CONSULTANCY
CESVI is seeking to procure the services of a consultancy firm/or consultant to conduct a final evaluation of the YESI project. The evaluation is meant to understand if and to what extent the expected results have been achieved taking into consideration the changed scenario and if the project was implemented efficiently. The evaluation shall embrace an integrated and multidimensional perspective, combining attention to strategies, processes, and concrete implementation mechanisms and tools in relation to the different stakeholders involved. The new socio-political, health and economic context consequent to the Covid-19 pandemic and the economic and social collapse should also be factored in. The evaluation shall focus on the entire intervention and its implementation modalities.
The purpose for this evaluation is to:
1. Evaluate project’s relevance, efficiency, effectiveness, sustainability and impact
2. Assess the performance of CESVI and its partners so far and their capacity to ensure accountability towards the donor and the program beneficiaries.
3. Assess to what degree the desired outputs and objectives have been achieved, analysing qualitative and quantitative results, and taking into consideration the changes occurred during the project implementation
4. Identify bottlenecks, lessons learnt and best practices that the Implementing Agency as well as its partners can benefit from.
5. Assess CESVI approaches and methodologies and suggest areas of improvement for programs to be more effective towards direct beneficiaries.
6. Provide fact-based suggestions on “the way forward” defining key actions and results for future projects given the changed environment. Such objective shall be reached by drafting a result chain scheme (ToC) consisting of goals, actions, indicators and sources of verification. The result chain scheme should reflect the changes occurred in Lebanon since the end of 2019 on a political, economic and social level.
APPLICATION REQUIREMENTS
The Evaluation shall be conducted by a senior expert, who will bear the overall responsibility.
The senior expert is expected to work in strict coordination with the CESVI Team in Italy and Lebanon The senior expert will have to comply with the following requirements with regards to competencies and experiences:
- Demonstrated 5 years’ experience of programme and/or project M&E in international cooperation and/or humanitarian sectors
- Good understanding of the political-social and economic context and dynamics in Lebanon
- Advance knowledge similar programs (livelihoods, support to MSMEs/SEs, youth empowerment, financial inclusion)
- Acute interpersonal skills, ability to establish a relationship of trust with interlocutors, open to change, able to receive and integrate feedback
- Well organized and attention to details
- Excellent English – spoken and written
- Knowledge of Arabic – spoken and written – will be considered a plus
Duration of the service contract
The evaluation shall be conducted over a time period of 2 months from the 29th of August to the 22nd of October 2022. Evaluation shall include up to 10 days of field mission in Lebanon– ideally between the 19th and 30th of September 2022.
