In the aftermath of the Arab Spring, Cesvi was the first Italian NGO to take action to support the population affected by the conflict in meeting their basic needs. Over the years, Cesvi has developed relevant expertise on migration and it has positioned itself as one of the most active Protection actors in Libya by addressing protection needs and promoting the resilience of migrants, refugees, asylum seekers, IDPs and vulnerable Libyans.
Since 2011, Cesvi has developed a solid expertise in General Protection, Child Protection, Gender-Based Violence and Education in Emergency through a set of activities aimed at preventing and responding to violence, exploitation and abuse against boys, girls, women and men, while promoting their rights.
Moreover, Cesvi is increasing its linkages to the formal education system and is actively engaged with CSOs to build their capacity and promote community-based support and inclusion mechanisms for the most vulnerable and marginalized groups. Cesvi also consistently works with the local authorities and international institutions to build and strengthen coordination and referral pathways.

JOB DESCRIPTION
The collaboration will start at the beginning of May 2022.
The main duty station will be the Country Office in Tunis, with a minimum of 50% regular stay in Libya (Tripoli, Misrata and other relevant locations), when security conditions allow it.
The current Libya set up implies 4 consecutive weeks in Libya, 4 weeks in Tunisia. (Covid 19 specific: IF 1 week quarantine back in Tunis is required this will counted as week in Tunisia). Set can change depending on mission/logistics and context needs
The MEAL Specialist will work under the supervision of the Strategic Development and Quality Coordinator.
The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will provide the technical leadership necessary to ensure that the Cesvi Libya response meets its monitoring, evaluation, accountability and learning commitments, as set out in Cesvi’s Country Strategy 2021-23 and partnerships with donors. The MEAL Specialist will lead the Cesvi Libya MEAL Unit, contributing to evidence-based programme design and continuous quality improvements based on data and learning. The Specialist works in close collaboration with the Technical Unit and will ensure that MEAL is integrated into the programmes carried out by Cesvi in Libya and Tunisia. As needed, the MEAL Specialist will support activities in Tunisia.
S/he plays a key role in putting in place state of the art data management tools and systems to ensure data collected is analysed and used to inform programming. S/he also drives improvements to accountability mechanisms, i.e. Complaint and Feedback Mechanism (CFM,) and supports building an organisational culture around learning. S/he also plays a vital capacity-building role, leading the unit while empowering staff (international and national) to advance their skills.
Monitoring, Evaluation and Learning
- Ensure all approved projects have the following by the start of the project: MEAL plan with defined indicators (based on the log frame), Project Monitoring Framework (PMF), field-level data collection tools, mobile data collection tools, and databases for collection, consolidation and reporting.
- Take the lead on designing new monitoring tools for better integrated monitoring at project-level of beneficiary assistance.
- Ensure project level PMF are updated with accurate data monthly, and key findings are shared with management at the programme review meetings.
- Ensure the usage (on a midterm basis) and improvement of the tools that measure country programme-wide performance and achievements.
- Oversee the design and implementation of Post Distribution Monitoring (PDM) Workplan, data collection, analysis and
- Provide technical assistance and quality assurance to MEAL Unit staff (including but not limited to the design of MEAL plans, data collection tools, monitoring work plans, data management and analysis) to ensure the MEAL Unit adequately supports programmes.
- Lead on, or participate in, needs assessment exercises, including the development of assessment protocols, data collection tools, data analysis and reporting
- Review proposal log frames to ensure indicators are SMART and appropriate for the Cesvi Libya mission.
- Present programme M&E, research, and learning to external stakeholders and the programme team in a way that influences decision-makers and promotes adaptations from learning.
- Support teams to collect sex and age disaggregated data and use gender-sensitive, socially inclusive, and remote data collection methods to understand and respond to programme results with diverse audiences, decision-makers, and stakeholders.
- Provide inputs (i.e. data analysis) to monthly Programme Meetings to ensure projects stay on track with their achievements and make corrections/improvements based on the evidence generated.
- Facilitate dialogue and collaboration between MEAL and Programme Teams at field level, in collaboration with Project Managers/Specialists.
Accountability
- Ensure continued functioning, use of and improvements to the beneficiary feedback and response mechanism, and adherence to regional standards and expectations.
- Contribute to staff understanding and capacity building of accountability principles.
Learning
- Collaborate with colleagues to ensure learning events are conducted for implemented projects before the closure of the project to document learnings and best practices for future programmes. This can be at project-level or programme-level.
- In collaboration with the SDQC, define programme-wide indicators for impact evaluations of activities or strategic project components.
Information and Communications Technology
- Provides guidance, recommendations, and leadership to ensure that the MEAL systems meet the programme’s data, evidence, and learning needs, including the sharing of information internally and externally, and help address shortfalls in MEAL and data management that affect programme implementation.
- Act as the Cesvi Libya country programme focal point for organisation-wide or cross-sectoral MEAL-related data management, consolidation/aggregation or reporting requirements.
- Ensure each project has an up-to-date Power bi dashboard that is accessible to PMs and Specialists. Support with the training of non-MEAL staff on Power bi and data visualisations to enhance familiarity with the platform.
- Support the MEAL Unit to work with programme teams to develop robust data generation, management and utilisation systems.
- Support MEAL and programme teams effectively share MEAL resources for learning, knowledge management and communication across programmes and locations.
Capacity Building and Mentoring
- The MEAL Specialist will, in coordination with relevant colleagues, be responsible for developing and implementing an internal capacity-building strategy, including training and mentoring MEAL staff and promoting a culture of peer-learning.
ESSENTIAL REQUIREMENTS
- Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies or another appropriate field
- More than 4 years of experience in monitoring, evaluation accountability and learning, including relevant experience building and managing M&E systems and teams and relevant experience supervising data collection and analysis.
- Experience providing technical and managerial leadership to MEAL teams in the development and humanitarian settings (in-person and remotely)
- Experienced in training and capacity building (in-person and remotely) and fostering a collaborative relationship with field practitioners and management.
- Experience with quantitative and qualitative data analysis and presentation using Excel, Access, ODK collect/Kobo and advanced data analysis and visualisation packages (Power bi). Additional software and technical skills (databases, mobile technology, GIS, and statistical packages) preferred.
- Experience with rolling out learning processes for projects or organisations.
- Ability and willingness to work in remote and isolated locations with ever-changing security scenarios. Prior experience in Libya (ideal) and/or other security-sensitive environments.
- Demonstrable technical experience in designing integrated monitoring tools for projects’ real-time monitoring and beneficiary assistance tracking.
- Demonstrated technical expertise in designing and leading needs assessments, particularly in protection.
- Experience in providing relevant technical and programmatic contributions to project design.
- Knowledge of project cycle management and how M&E fits into this cycle.
- Demonstrated understanding of data protection and confidentiality as part of data collection and management practices and ability to respect and maintain confidentiality.
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook, Access, PowerPoint.
- Ability to produce high-quality narrative reports and provide timely contributions to project proposals.
- Experience in remote management and training, including providing remote support and coaching to staff in the MEAL team.
- Fluency in English (written and spoken).
- Experience with the rollout of organisational accountability (i.e. Complaints and Feedback Mechanisms for project beneficiaries).
- Strong communication skills and ability to work in person and remotely with geographically dispersed and culturally distinct teams.
- Strong ability to facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.

- Experience in monitoring systems relevant to cash-based interventions and/or GBV-CP responses.
