Technical assistance in Public Sector Accountability
Position information
Title: Public Sector Accountability Technical Assistance

1.Context
The “International and Ibero-American Foundation for Administration and Public Policies, FIIAPP”, is a Spanish public international co-operation entity that provides advice to governments in third countries and regional institutions. According to its mission, the Foundation has been awarded the Delegation Agreement “Accountability, Rule of Law and Anti-corruption Programme - ARAP” funded by the European Union.
hhThe overall objective of the programme is to promote good governance in Ghana by reducing corruption and improving accountability and compliance with the rule of law, particularly when it comes to accountability, anti-corruption and environmental governance.
The programme is currently in its inception phase and has identified the need to detect and map the different public sector accountability mechanisms available to Ghanaian citizens to report corruption across the different agencies and institutions working in the anti-corruption sector.
2.Objective
The objective of this consultancy is to provide FIIAPP, particularly the Coordinating Unit of the ARAP with technical services required in the area of public sector accountability. The consultant would provide technical assistance to the counterparts in the area of public sector accountability and would monitor and follow up on to specifics ARAP activities in the public sector accountability area.
3.Description of the position
a.Main tasks
In conjunction with the Coordination Unit (CU) the Public Sector Accountability expert shall provide Technical Assistance to the stakeholders and follow up on specific ARAP activities regarding accountability area. Particularly, the consultant would be required perform the following tasks:
o Review and analysis of Programme documents;
o Identify the best methodology to carry out the assignment, which should comprise a good balance between qualitative and quantitative methods;
o Carry out a literature review on current public sector accountability mechanisms established by Ghanaian law, including reports elaborated by stakeholders and actors of the anti-corruption sector in Ghana;
o Supporting the Team Leader and CU on a round of consultations with institutions and fact finding missions to map and detect current public sector accountability mechanisms to report corruption at national, regional and district level;
o Arrange necessary meetings and conduct interviews with relevant stakeholders.
The concrete deliverables are expected to be commissioned by FIIAPP and will be agreed on a case by case basis, according to ARAP work plans and stakeholders needs, along the project implementation.
b.Requirements
o University graduate with a Diploma or Specialization degree in Governance, Political Science and/or Anti-Corruption.
o Al least 10 years of experience Governance programmes.
o At least 3 years of experience in qualitative and quantitative research methods.
o Good command of both oral and written English (Level C1 Common European. framework of reference. Proven certificate of training courses.
The tenderer must fulfil the above requirements not to be excluded in the selection process. Additionally, profiles that goes over the demanded expertise will be proportionally valuated, as in the following table in Point 3.
c. Technical proposal
The tenderer is required to present a methodology for the elaboration of a Report on public sector accountability mechanisms in Ghana, of maximum 5 pages, considering the description of tasks below. The criteria for evaluation would be the relevance of the methodology and adequacy to the technical assistance objectives.
d. Budget line
The estimated duration per task and deliverable would be defined by the project coordination unit and FIIAPP, together with the selected tenderer. The fee per working day approved as per the ARAP project scale, vary between scale of 250 and 500€, depending on the experience of the tenderer and the complexity of the deliverable to be provided. The definition of the exact tasks and working days required per each deliverable would be indicated in a separate contract Addendum.
e. Property of the work developed
The work carried out in any of sections will become the property of FIIAPP. The successful tenderer may not use for themselves or provide to third parties any data of the contracted works, or publish, total or partially the contents without the written permission of the FIIAPP. In any case the successful tenderer will be responsible for damages arising from the breach of this obligation.
4.Selection criteria
Merits and expertise indicated in the table will be valuated with the CV’s information.

Specialization degree in Governance, Political Science and/or anti-corruption (10 points per Specialisation Degree - maximum 10 points)
Knowledge and previous experience of accountability/anti-corruption issues/projects (1 point per year - maximum 15 points)
More than 10 years of experience Governance programmes (1 point per year - máximum 10 points)
Prior experience in Ghana or West Africa (1 point per year - máximum 10 points)
Experience with qualitative and quantitative research (1 point per year - máximum 15 points)
Technical proposal (Relevance and adequacy - máximum 40 points)
Maximum Total: 100 points
For the technical deliberation, the score will be given according to the table’s criteria.
5.Timeframe and formalization
The contract will be allocated at most on the 30th October of 2016. Contract formalization document will be awarded 15 days after the allocation.
6.Duration
The contract will have a duration of a maximum of 50 months starting from the signature or until the end of the project implementation.
