1.0 Background
CESVI is a non-governmental, non-profit organization, operating in the field of international solidarity and development cooperation for the promotion of international cooperation initiatives, emergency and development programmes and human rights. In Somalia, CESVI works in South-Central Somalia in the regions of Mudug, Hiraan, Banadir and Lower Shebelle, operating three bases in Galkacyo, Beletweyne and Mogadishu.
CESVI is a member of the Building Resilient Communities in Somalia (BRCiS) Consortium and implements multi-year Resilience Programs in Somalia. Through the BRCiS consortium, CESVI is currently implementing BRCiS-DFID II project funded by DFID in 3 regions. The overall objective is to improve the resilience of rural and urban communities and vulnerable households in Somalia. The project has different layers of interventions necessary in building communities’ capacities to resist shocks and stresses in a fragile context. The programme activities range from health, nutrition, recovery, rehabilitation and development of sustainable livelihood initiatives to respond to community needs and building their capacities.
Through the DFID funded Somalia Humanitarian and Resilience Program (SHARP), CESVI aims to build capacities and resilience of vulnerable/affected communities through provision of innovative market-sensitive skills and strengthening the public-private partnership. Target beneficiaries for the proposed intervention are mainly unemployed and unskilled youth and small scale entrepreneurs. Understanding labor market and business opportunities are vital for a demand-driven and market demand to the types of jobs and employment opportunities available. Therefore, a comprehensive labor market survey will form the basis for informed business skills training, financial inclusion, productive livelihood and diversified income generation, market linkages and well as public-private partnerships. The survey will also assess potential TVET providers and professional training institutions in and around all target locations and will help to identify their capacity to offer quality market-driven skills training.
2.0 Geographical locations
The programme is currently implemented in three regions in Somalia namely; Lower Shebelle, Hobyo and Hiraan Regions. Moreover, the programme implementation approach is based on area mapping whereby programme interventions are executed at Area level and down to a cluster of communities to ensure adjacent communities’ benefit. The approach is informed by the outcomes of BRCiS I project that realized working in isolated communities will diffuse investment which will impact resilience building and does not leverage on existing networks**.**
3.0 O**bjective of the study**
- To generate information about the marketability and employability of the chosen course and challenges at the market place.
- To benchmark and evaluate the effectiveness of the chosen business skills.
- To identify what type of jobs and business opportunities are available with a special focus on highly demanded innovative skills including but not limited TVET, IGA, SHGs etc.
- To provide an overview of current labour market trends.
- To assess the capacity of exiting TVET service providers for conducting VST for identified courses.
- Links between small enterprises and the growing formal sector?
- What are constraints / integral challenges to jobs and business/ livelihoods opportunities for both male and female in investing small businesses? This should also define any legal as well as practical constraints in accessing financial inclusion
Proposed assessment is expected to collect both quantitative and qualitative data that would enable CESVI to decide upon priority actions and strategies for productive engagement of the beneficiaries. The consultant will be responsible to conduct market assessment and Formative research in Lower Shebelle, Hiraan and Mudug regions ensuring and upholding quality at all steps of the study.
4.0 Methodology
The consultant/consulting firm is expected to come up with the best approaches for undertaking this labor market survey. Following guiding principles should be taken into consideration:
- Desk review of secondary data including project documents, secondary reports, assessments, evaluations and previous labor market surveys available.
- Interviews with private sector employers, previous graduates, TVET centers, relevant government ministries and industries.
- Extensive mapping of labor market needs through primary data collection.
- Directly interviews with target beneficiaries.
- Interview with a sample of the previous graduates to explore what pieces of training worked well and what did not yield employment to avoid those that did not work well.
- The consultant/firm will review and finalize study tools (Questionnaires FGDs, formal & informal interviews with government officials and community representatives.
- Analysis/tabulation plan development simultaneous with survey questionnaire development
- Pretest the questionnaire in the field and do the required adjustments.
- Conduct data analysis, the first level of analysis based on already submitted tabulation plan, giving measurements for all indictors; run frequencies; cross-tabulations, graphs.
- Prepare and submit final report.
5.0 Expected tasks and timelinesLabour Market Assessment**
- Task 1: Desk review (1 Day)
- Task 2. Inception report on the approach and methodology for the labour market assessment (2 Days).
- Task 3: Validation workshop with CESVI staff on tools for the assessment (1Day).
- Task 4: Planning, training and inception workshop with CESVI staff and selected partners such as enumerators (2 Days).
- Task 5: Field data collection(10 Days).
- Task 6: Data analysis workshop(s) with CESVI staff (1 Day)
- Task 7: Submission of first draft (3 Days).
- Task 8: Finalization of the report and submission of final Draft (3 Days).
6.0 Supervision and reporting lines
The consultant will report directly to CESVI Somalia BRCiS Coordinator.
7.0 . Consultancy deliverables
The deliverables of the consultancy will be:
- An inception report outlining Implementation approach, secondary/literature and tools to be used to collect data/information and work plan.
A draft and final labour assessment report. The report should contain at least

Methodology and documentation of the process
Findings of the labour market assessment (SWOT analysis, potential for growth, profitability and employment of each sector)
Conclusion of market assessment: list of marketable skills that should be targeted to boost the employment of persons of concern and their host communities
Findings chapter for each selected marketable skills (market players, rules, policies and regulations, supporting functions in addition to sourcing, production and marketing mechanisms)

8.0 Payment Schedule
- 30% at the submission and approval of the inception report;
- 70% at the reception of the final reports.
9.0 Academic Qualifications and Experience
- Advanced university degree in marketing, economics, socio-economic development, development planning, financial management or other related fields.
- Details of similar assignments in Somalia should be provided with contact information of previous clients for verification.
10.0 Professional Experience
- Minimum of 5 years of relevant professional job experience (market assessments, local economic development, value chain development, strategic planning, etc.);
- Proven experience in planning, implementing, and monitoring livelihoods programmes (and managing multiple projects); similar consultancy, preferably in Somalia.
- Experience in working with international and national NGOs and UN organizations, or with government authorities at the national level; on a similar assignment.
- Language; fluency in English
- The Somali language is considered an asset
