1.1 Background
CESVI is a non-governmental, non-profit organization, operating in the field of international solidarity and development cooperation for the promotion of international cooperation initiatives, emergency and development programmes and human rights.
CESVI, in a consortium of two other organizations, that are Legal Resources Foundation (LRF) and Special Education Professionals (SEP) , won a three-year grant from the European Commission to implement a project titled “Increasing the capacity of Human Rights Defenders for the protection and promotion of children best interest in the Kenyan Juvenile Justice System in the 3 Counties of Nairobi, Kisumu and Kericho”.
1.2 Brief overview of the Project
The project envisions a strengthened Alternative Care system and awareness grounded in the best interests and rights of children separated from their families, resulting in courses of action in conformity with the principles on non-discrimination, protection, survival and participation.
This will be done by empowering local Human Rights Defenders (HRDs) and Human Right Defender (HRD) Organizations working at grassroots level within the Juvenile Justice process (including prevention level, early management procedures and pre-trial management levels, trial, post-trial and family reintegration level). The strategy is based on three pillars: i. Capacity building and improved coordination of Juvenile Justice Agencies; ii. Service provisions through a comprehensive approach to rehabilitation, prevention, protection and promotion of children's rights with a specific focus on children with special needs; iii. Advocacy and public dialogue to support Human Rights Defenders and Human Rights Defender organizations on promoting the rights of children deprived of their liberty with a specific focus on diversion and Alternative Care mechanisms
1.3 Overall Objectives
The overall goal of the project is to strengthen and support the overall protection and promotion of the best interest and equal rights of children in the Juvenile Justice system, targeting both children in contact and in conflict with the law
1.4 Specific Objectives
Objective 1: HRDs, HRD organizations and Government Institutions at grassroots level have improved skills and resources to strengthen the JJS protection mechanisms and institutions for provision of AC, legal, psychosocial, education, rehabilitation, reintegration of children with special needs or in need of care and protection.
Objective 2: HRDs and HRD organizations have improved skills and resources to create community awareness and sensitization and to build the capacity of the community, families and children beneficiaries to actively participate in AC provision.
Objective 3: Best practices and guidelines on AC are embedded in the Kenyan Children Bill (2017), through advocacy and lobbying by HRDs and HRD organizations at grassroots level.
1.5 Scope of work and time Frame
The consultant with support of the Project Coordinator will lead the baseline assessment process for the EIDHR JJS program in three counties in Kenya; Nairobi, Kericho, Kisumu.
It is intended that the baseline assessment will provide:
(a). Baseline data for the program as benchmarks for performance monitoring and evaluation of the intervention;
(b). Information for the development of training modules and capacity building interventions for state juvenile justice agencies and HRDs
(c). Information that will assist in identifying the current advocacy strategies on the relevant policies, guidelines and frameworks in the juvenile justice system and recommendations on advocacy areas on the Kenyan Children Bill (2017) and the Diversion policy.
(d). Examine data and information that expose the special needs of children living with disabilities within the juvenile justice system.
(e). Provide areas of vulnerabilities facing children living with disabilities present and likely to be in the juvenile justice system. Similarly, identify opportunities and accompanying remedial options.
The baseline will enable the action to be fully focused on critical juvenile justice issues. The study will also consider the cross-cutting issues (gender, environment, capacity/institution building and conflict prevention) in order to ensure effectiveness and sustainability of the interventions.
The terms and conditions of the CONTRACT shall apply for the duration of the CONTRACT, beginning on the date of this assignment, or the actual date of commencement of the WORK whichever is earlier, and the COMPLETION DATE of 30th July 2020
1.6 Expected output and deliverables
An inception report upon attending inception meeting.
• Develop a sound methodology for the assessment.
• Design tools for data collection; both qualitative and quantitative data. The data collection instruments should be able to capture National, county and community levels data and ensure that the project participants and the other mentioned targeted users are engaged.
• Undertake stakeholder mapping and analysis of their challenges and opportunities in the juvenile justice system for synergies besides symbiotic partnerships
• Implement and supervise field data collection processes including data analysis for preparation of survey report capturing all Indicators of interest.
• Assess the capacity of county education, health and gender offices focusing on children in the juvenile justice system to identify the training and capacity building activities that will link the project to the local government and secure sustainability of the interventions
• A comprehensive project baseline assessment report submitted in both electronic version and signed hard copy including recommendations of implementation strategies.
• A report on all findings focusing on juvenile justice system and Children with special needs within the targeted counties.
• Submit data analysis and draft report for feedback
• Submit a list of all stakeholders, key informant interviewees reached
• Incorporate, compile and submit final report after inputs from partners
1.7 Expected tasks and timelines
Initial project team meeting for baseline planning - 6th July 2020
Finalize the baseline design/methods/ field schedule 7th - 10th July 2020
Field data collection by the baseline team 13th – 24th July 2020
Data Validation meeting with the project team 20th – 21st July, 2020
Submit the draft baseline report 28th July 2020
Final report submitted 3rd August 2020
1.8 Supervision and reporting lines
The consultant, during the course of this assignment, will report to the EIDHR Project Coordinator.
1.9 Require Academic Qualifications, Skills and Experience
• The eligible consultant (s) must have a minimum of a bachelor’s degree in the fields of Social Sciences, Statistics, Demography, Research Methodologies, Development Studies, Law, Education and any other related fields.
• The person should have worked with a development organization before for at least 5 years and has a minimum demonstrable experience of undertaking desk reviews, as well as rapid assessments & or evaluations.
• The consultant should be conversant with NGO’s operation with focus on children, particularly those with special needs. Additional knowledge and experience on networks will be of great importance. The consultant should have a significant experience of collecting and analyzing quantitative data
• Experience of working within a dispersed team, remaining self-motivated, using initiative and responding appropriately to constructive feedback
• Able to reliably access the Internet, as well as relevant national policy/planning documents and surveys.
• Knowledge and experience of E.U regulations is an added advantage.

Technical Proposal
The application should include:

· Approach and Methodology that demonstrates how the consultant will undertake the assignment
· Work plan indicating number of days for each task, and clear deliverables (use Gantt Chart) and allocation of consultant(s) tasks during the assignment

· Technical proposal to conduct the baseline survey, based on the Programme Logic (Impact-Project Goal-Outcomes-Activities) with the following (minimum) information:
· What baseline information should be collected and what sources are needed for the information identified.

A Demonstration of relevant experience in undertaking similar work is required. The consultant(s) shall attach the executive summary of at least 2-3 previous baseline studies; and provide the name, designation and contact details of at least three referees from previous assignment. Remuneration for this assignment will be in line with the set procedures of the organisations and the experience and qualifications of the candidate. Only candidates who have been selected for an interview will be contacted.
