Background Information:

CISP Kenya carries out projects in areas of development by supporting national and county authorities to provide quality, equitable, transparent and accountable services in the sectors of higher education, child protection, culture, food security and nutrition.
CISP is the lead agency of a consortium of partners implementing a multi-year EU-funded project on resilience building and food security in Tana Delta and Galole sub-Counties of Tana River County. The project is an integrated, multi-sectoral response to food security and sustainable livelihood challenges faced by agro-pastoralist and pastoralist communities, including drought and other effects of climate change. The project aims to enhance resilience of these communities through improving food and nutrition security of vulnerable households, especially for women and children, generating sustainable livelihoods and protecting productive assets.
Job Purpose:
CISP is seeking an experienced Community Engagement Officer who will provide support for the implementation and monitoring of project activities through community mobilisation, engagement and capacity building across the targeted locations in Tana River County.
The Community Engagement Officer will mobilize, monitor and engage with community structures such as CMDRR groups, farmer field schools, Water User Committees, CBOs and other stakeholders, as well as initiate and support community dialogues for promoting and fostering positive change in knowledge, norms and practices related to livelihoods, resilience and nutrition. The position will work closely with all other staff in the consortium and other stakeholders.
Role and Responsibilities:
· Assume primary responsibility for community dialogues and support livelihood activities at the field level, and ensure compliance with the discussion tools, project tools and workplan.
· Ensure timely and effective implementation of the supervision and monitoring tools of the community engagement and dialogues.
· Support the assigned Project Officer in capacity building activities for selected farmer groups, Community Animal Health Workers, Water Management Committees, CMDRR committees as well as selection of beneficiaries and monitoring of field activities.
· Participate in the design and facilitation of relevant trainings to selected beneficiary groups on topics such as CLTS, livestock health, disease prevention, conflict resolution, conservation, agriculture and advocacy.
· Ensure active collaboration, information sharing and joint meetings with local authorities and other stakeholders to identify and strengthen support for project activities.
· Support in monitoring and liaising with relevant County authorities and other partners working in similar sectors.
· Support the implementation of the community-led awareness advocacy actions including participating in County-led processes such as budget hearings.
· Ensure the collection and submission of timely and accurate data and reports including pictures, good practices, lessons learnt and human interest stories are submitted to the line manager.
· Participate in weekly meetings with the line manager to plan, discuss any issues, share ideas and coordinate project activities.
· Act as a translator during community forums.
· Ensure child-friendly and gender-sensitive procedures are included in all activities.
· Perform any other duties assigned by the supervisor.
Minimum Qualifications and Experience
· Diploma in Development Studies, Project Management, Agriculture, Rangeland management, Veterinary science or relevant fields.
· Minimum of 2 years of relevant work experience in community engagement with NGOs.
· Demonstrated experience and knowledge in working with pastoral and agro-pastoral communities and able to work effectively in remote areas.
· Experience in implementing and overseeing activities relating to changing social norms and attitudes.
· Experience in designing and facilitating training sessions.
· Excellent communication skills with fluency in written and spoken English and Kiswahili.
· Knowledge of community-based approaches, including experience in participatory methodologies (PRA/PLA).
· Proficiency in IT including ability to use Microsoft Office (Word, Excel, PowerPoint, Outlook).
· Strong skills in planning, organizing and cooperating with performance-oriented work ethic.
· Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
· Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem-solving.
· Energetic and connects well with people of all backgrounds, and able to inspire and motivate people.
· Honest, gains trust easily and demonstrates a high level of integrity.
· Experience in child safeguarding and assured commitment to CISP values and Child Protection Policy.
