WORK CONTEXT
Cesvi has been present in Tajikistan since 2001 when it started working mainly on water and environmental hygiene issues. After 5 years of post-emergency activities, Cesvi has started to move through development actions in order to ensure long term sustainability for rural populations. Nowadays Cesvi has a main office in Dushanbe and is implementing several projects in the country.
The 4 main sectors are: 1) environmental protection and Natural Resources Management (NRM); 2)rural development; 3) support to business development (handicraft, fair-trade); 4) protection of women and girls against the violence.
Under NRM and rural development sectors, a new EU-funded, 4 years project is going to start in the Zarafshon valley: the HoM / PM has the responsibility to manage and report on all aspects of this project, in line with the objectives, timeframe and budget. Main tasks will be: supervise activities implementation, including budget control and forecast and technical supervision.
The HoM / PM should be able to coordinate effectively and efficiently the key staff in order to increase Cesvi presence within the country. Main tasks will be: implement Cesvi strategy (under the guidance of the HQ), support and coordinate the project acquisition process (grants/tender and direct negotiations), maintain and reinforces the relations with partners, donors, authorities and stakeholders.
JOB DESCRIPTION
The collaboration will start in September 2016.
The main duty station will be the Country Office in Dushanbe, with regular field visits for all programs, and if requested by the HQ missions within the region.
The HoM/PM will work under the direct supervision of Cesvi HQ Desk Officer.
Main tasks and duties:
Project management
- Be responsible for the overall project management and implementation, including budget compliance
- Supervise activities related to project management, including administration, accounting, procurement (in accordance with Cesvi rules and regulations), staffing and reporting
- Supervise project activities, guaranteeing a constant coordination with partners (local and international)
- Guarantee clear documentation of project activities, through reports and other visibility tools, as required and agreed upon with Cesvi headquarters and the donor.
Head of Mission
- Represent Cesvi vis-à-vis Donors, partners (including Alliance 2015), stakeholders, clusters and coordination body and fora, and any other appropriate network aiming at raise Cesvi’s profile within the country
- Produce planning documents, including related financial provisions under the supervision of the Desk Officer at Headquarters level
- Be responsible to develop and implement the strategic vision and direction of Cesvi in Tajikistan in most efficient and effective way and to secure the necessary resources to ensure its realization
- Undertake monitoring mission to project activities in the field and ensure that Cesvi principles and policies are respected.
- Ensure operational excellence to achieve optimal efficiency and cost effectiveness in all functions and operations of the country office, whether quality/technical assistance, finance, material resource management, administration, information technology, audit, etc.
- Work in close in collaboration with the Administration Unit and Local Project Managers in budgeting, forecast and control of financial flows.
- Coordinate and actively participate in project proposal definition and preparation
- Guarantee that all the activities are in line with Donors and Cesvi procedures and rules (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).
- Promote best practices
- Assume the role of security manager.
REQUIRED COMPETENCIES
University degree
Strong experience in Environment, Rural Development, Climate Change Adaptation, WASH.
Minimum 6 years' of proven management experience in leading the development of and ensuring successful delivery of programme strategy within a development and/or humanitarian context
Experience/knowledge of main Donors (UE, UN, Multi Donor Trust Funds, KfW, GIZ, DFID)
Proven experience in project writing (from assessment to final presentation)
Experience with NGO procedures, approaches and operations
Strong communication and diplomatic skills, and demonstrate experience in networking and build effective partnerships.
Proven experience in personnel management, and in capacity building of National/International staff
Proven capacity in manage Donors’ relations and in support and guide the development of proposals, and funds acquisition.
Strategic thinking and innovation.
Highly flexible, team-player and motivated
Excellent problem-solving and analytical skills
Strong leadership, organizational and interpersonal skills
Fluency in English (written and spoken)
Strong computer skills including Microsoft Word, Excel
DESIRABLE COMPETENCIES
University degree in geology, forestry, natural sciences, environment protection, rural development is a plus.
Knowledge of Central Asia region.
Strong computer skills in Autocad
SALARY RANGE: € 3300 / 4100 gross salary
