NKE25-B Financial Investigations for Kyrgyzstan

The EU-ACT Project is supporting the Kyrgyz authorities in their development of the national strategy on financial investigation on drugs and organized crime. As part of this support, the EU-ACT Project is willing to address the needs identified in the EAG(EURO ASIAN Group) Report in Kyrgyzstan, in an attempt to address the supplementary needs assessment areas to prioritize and bring forward those specific steps that have the potential to produce substantial effect on the entire system.

In this line, the Expert will be requested to monitor the development of a National Risk Assessment on the introduction of risk-oriented approach to countering money laundering and organized crime financing related to the prevention and countering of narcotics-related offenses. The proposed activity will assist and guide the national authorities in the work on needs assessment that complements the EAG Report, identification of these areas that could have systemic effect and prioritization of the efforts on bringing about change in those fields.

The activity will involve:

  • Coordination meeting with Kyrgyz Financial Investigations Unit, to discuss and decide on the methodology and basic guiding lines for the report.
  • Assistance in drafting the assessment and draft strategy, review, feedback, until completing the final version (home-based).
  • Formal presentation.

Location of work: The Expert will perform its work at home (preparation when necessary) and in Kyrgyzstan.

Duration of the assignment: This assignment will last 13working days, which could be distributed throughout4 months approximately (the estimated time for elaboration of the final version of the report). The Expert will be required to travel during part or the whole time to the mentioned country.

As a result: National Risk Assessment will identify needs in the areas that could have a systemic effect and prioritize the efforts to bring about change in these identified fields. Once these supplementary needs assessment is completed and priority areas are identified, the EU-ACT shall provide guidance to the national authorities of Kyrgyzstan in their drafting of the national strategy.
