WORK CONTEXT
Since 2011, Cesvi operates in Libya, being the first Italian NGO to act by providing humanitarian aid facing up to the emergency and to the needs arising from the conflict. Following the turmoil of mid 2014 the expatriate staff was temporarily evacuated, guaranteeing the management by remote that was lately settled in Tunisia. In 2018, following the improvement of security situation, the managerial staff resumed its presence in the country with regular visits to Cesvi premises and ensuring monitoring of the ongoing activities.
Cesvi works in two geographical areas: Tripoli (with very likely expansion to Zwara) and Misrata.
Cesvi sectors of intervention are: Protection (CP, GBV, PSS), Education and Cash
Current projects:
- UNHCR: Protection and life saving assistance to refugees and asylum seekers (Tripoli – urban areas)
- UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Urban areas and IDP camps)
- UNFPA: Increasing the capacity of women, men, boys and girls to prevent and respond to gender-based violence (Tripoli- urban areas)
- EUTF: Strengthening protection and resilience of displaced populations (Misrata – 4 detention centres and urban areas)
- EIDHR: Enhancing Women’s Rights and Gender Equality in Libya (Misrata – urban areas)
JOB DECRIPTION
The collaboration will start in by the end of December 2018.
The main duty stations will be the Country Office in Tunis. It is expected 50% of the working time spent in Libya (Tripoli and Misrata), if the security conditions allow it.
Supported by the HQ MEAL officer department and as key member of the senior management team (SMT) composed by the Head of Mission, the Area Manager, the Operations Manager, the Technical Unit Coordinator and the Area Program Managers, the MEAL Manager ensures that MEAL strategy is implemented within Cesvi mission in Libya and Tunisia
The MEAL Manager will directly supervise 3 Meal Officers based in Libya for collection and consolidation of data regarding ongoing projects
Main responsibilities:
- In collaboration with the Senior Management Team (SMT), contribute to design the country strategy
- Manages and lead the MEAL department based in Libya and Tunisia
Provision of support and capacity building on MEAL concepts, tools and procedures. - Design and set-up of the MEAL system, plan and procedures for Cesvi programme in Libya and Tunisia.
- Provides a technical support to all projects on questions linked to MEAL and cross-cutting issues (i.e. definition of indicators)
- Leads on evaluation, accountability and learning activities
- In collaboration with the SMT, looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced
- Provides support training to project teams on MEAL concepts and tools
REQUIRED COMPETENCIES
Hard skills:
- University degree in information management, Humanitarian Assistance, Social Sciences or related field.
- A minimum of 4/5 years’ experience in managing and implementing MEAL systems in development and humanitarian contexts, preferably with solid experience in CBI, Protection and Education sectors
- Extensive experience of implementing information management & MEAL systems for end users, and the technical knowledge in the development of such systems
- Data collection technologies: proven experience in designing and operating online data collection tools, i.e. ODK, Kobo Collect, Kobotools, ONA.
- Acquaintance with Sphere, CHS, and sector related quality standards
Experience with different donors reporting requirements, in particular UNHCR. - Fundamental understanding of PCM
- Ability delivering reports to tight deadline.
- Computer skills: Excellent proficiency with Microsoft Office suite, particularly in Excel.
- Fluency in written and spoken English.
Soft skills:
- High level of interpersonal and communication skills, cultural awareness and ability to work in a diverse environment.
- Ability to present complex information in a succinct, understandable manner.
- Well organized and ability to plan work accordingly.
- Good management capacities and team leadership spirit, experience in remote management and contingency planning is an asset.
- Good conflict resolution skills, consensus team building and adaptability
- Good knowledge of humanitarian actors and donors
- Ability for rapid analysis of very complex issues, strong decision-making and translation of programmatic learning and priorities into operational strategies
- Cross-cultural communication and ease in managing a multi ethnic team
- Patience and understanding to work with and develop capacity of national staff
- Ability and willingness to work in remote and isolated location with ever changing security scenarios
DESIRABLE COMPETENCIES
- VBA programming skills
- Proficiency in statistical software (STATA, SPSS)
- Previous experience in the Middle East and/or North Africa (in particular in Libya)
- Consistently approaches work with energy and a positive, constructive attitude
- Experience working in security-sensitive environments and enforcement of team security Protocols
- Previous experience in project cycle management, including proposal writing and budget management.
- Knowledge of Arabic, French and Italia
