Work Context
Since 2011, Cesvi operates in Libya, being the first Italian NGO to act by providing humanitarian aid facing up to the emergency and to the needs arising from the conflict. Following the turmoil of mid 2014 the expatriate staff was temporarily evacuated, guaranteeing the management by remote that was lately settled in Tunisia. In 2018, following the improvement of security situation, the managerial staff re-launched its presence in the country with regular visits to Cesvi premises and ensuring monitoring of the ongoing activities.
At present, Cesvi works in Tripolitania area on 4 ongoing projects funded by UNHCR, UNICEF (Tripoly) as well as the EU Trust Funds and the EU projects (Misrata)
IN MISRATA, the activities started officially on September 2017, funded by the EU Trust Fund.
The EU Trust Fund project is run in Consortium with other actors (Danish Refugee Council, International Medical Corps and International Rescue Committee) that are operating in Tripoli under the same fund. Within the above-mentioned project, Cesvi’s strategy is focused on the protection of both migrants and refugees living in the urban areas or forcibly held in detention centers. Notably activities concern non-specialized psychological support including psychological first aid (considered as a first response for people experiencing a traumatic event and being in distress) and group sessions for all age ranges with a focus on recreational activities (i.e. visual art, game, puppet, music, relaxation, etc.). Assistance in detention centers include as well provision of non-food items such as clothing and hygiene kits to help people in meeting their most urgent needs. Assessment of vulnerabilities are conducted in all premises and when possible, appropriate referral is made to external actors (i.e. IOM for Voluntary Humanitarian Return and IMC/MSF for medical treatment and follow up). Moreover, to build the capacity of municipalities, authorities and local organizations in dealing with migration in a protection and sensitive manner, several trainings are provided focusing on topics such as human rights, protection principles (i.e. Gender Based Violence and child protection) and alternative to detention (ATD).
The EU Project “Enhancing Women’s Rights and Gender Equality in Libya”, will start in October 2018 and intends to promote women rights and dignity through the reduction of gender inequalities and Gender-Based Violence (GBV) in Libya.
Job Description
The GBV Coordinator Misrata will work under the direct supervision of the Area Manager Misrata and will support the GBV components of both projects in Misrata, in particular the setting up phase of the EU project.
Main tasks:
- S/He will coordinate MHPSS/GBV project implementation and the setting up of GBV case management system and ensure response is meeting needs of the affected women and girls GBV survivors in need of MHPSS services and is mainstreamed into ongoing MHPSS/GBV activities in Libya;
- S/He will provide technical support to field staff and quality oversight during implementation of the MHPSS/GBV project and on GBV data collection, ensuring that all activities are in line with international standards and global guiding principles;
- S/He will contribute to continuous analysis of the achievements of the project and undertake field monitoring visits to identify technical quality of services, evaluate gaps in performance of team and amend/adjust work plan accordingly and inform and update staff through regular project reporting and weekly staff meetings;
- S/He will develop GBV tools relevant to the project management, monitoring and proposal writing;
- S/He will attend and represent Cesvi on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for survivors of GBV.
- S/He will support the team in the identification of suitable advocacy messages and tools.
- S/He will directly plan GBV program activities
- S/He will directly coordinate the intervention with the other INGOs/NGO partners
- S/He will coordinate the Operational staff, MEAL staff, for the direct implementation and monitoring of GBV activities in Misrata,
- S/He will support, in accordance with the deadlines the PM in project reporting (activities planning, monthly program progress and project final report)
- S/He will support in potential project amendment or extension within the due times
- S/He will directly responsible for GBV field staff recruitment and coordination in Misrata
- S/He will conduct training /mentoring /coaching of project staff (including other projects) on an ongoing basis on GBV and MHPSS
- S/He will guarantee that all the activities are in line with Donors’ and Cesvi procedures and rules
- S/He will actively participate to the Sector Working Group.
- S/He will liaise with relevant stakeholders
Required Competencies
Master's Degree in Psychology, Gender/ Women Studies, or another appropriate field;
Minimum 3 or 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 2 years must be in the field of MHPSS projects and GBV prevention and response; experience providing case management and psychosocial support, directly or in a supervisory role and at least 2 years’ experience supervising caseworkers
In-depth understanding of GBV prevention and response, related international standards, and guidelines;
Proven experience in using GBVIMS and GBVIMS tools, and knowledge of GBVIMS standardized GBV types;
Proven program and staff management skills and capacity building;
Demonstrated capacity and experience in conducting field level assessments including developing tools, e.g. questionnaires, referrals template and modalities, focus group discussions and M&E, in liaison with M&E Manager.
Demonstrated experience in implementation of multi-sectorial response to GBV including health, PSS, and legal response;
Demonstrated experience in working with local NGOs, local authorities and institutions;
Strong diplomatic skills, and demonstrated experience in networking and building effective partnerships;
Proven experience in conducted training for both program staff and local organizations/authorities;
Experience in working with the European Union funds;
Strategic thinking and innovation;
Fluency in English (written and oral);
Strong computer skills including MS Word, Excel, PowerPoint and email/internet software.
