Cesvi, established in 1985, is a secular, independent association, working for global solidarity in 21 different countries.
Cesvi has been working in Libya since 2011, being the first Italian NGO intervened in the aftermath of the Arab Spring. The first intervention in 2011 aimed at covering the first urgent need of the whole population in the post-revolution period. Currently Cesvi operates through an integrated humanitarian assistance model, with different interventions focused on Protection (including CP, GBV, PSS) and Education.
In terms of targeted population, following the very first intervention, Cesvi started focusing mainly on refugees, asylum seekers and IDPs. However, from the end of 2016, Cesvi extended its action to mix migrants thanks to the EU Trust Fund’s and DFID’s funded interventions.
At the moment, Cesvi Libya has its bases in Tunis, Tripoli and Misrata.
Work Context:
Despite its volatile context, Libya continues to be a major transit and destination country for migrants and refugees/asylum seekers fleeing from poverty and conflict in their countries of origin. In 2018, as per Humanitarian Response Plan (HRP), an estimated total number of 400,445 migrants, refugees and asylum seekers is believed to be in need of humanitarian assistance, often facing heightened risk of discrimination, arbitrary arrest and prolonged detention, human trafficking, labor or sexual exploitation, and ill treatment. Many of them, including minors, are also detained with limited access to protection and basic services such as food, safe water, adequate sanitation, ventilation, health care and legal aid. Finally, refugees are particularly vulnerable to the impact of the crisis as they are often excluded from national social protection services and safety nets.
Protection of the most affected and vulnerable people, specifically refugees and asylum seeker communities, has been identified as the top priority for CESVI in shaping its response to Libya’s crisis. Psychosocial support is an integral part of CESVI emergency response as it recognizes the strengths of individuals to recover from very challenging experiences. It seeks not to undermine the natural ability and strength people need to cope with such situations, but to help them build on those natural coping mechanisms and resilience in the face of adversity.
Nature of the consultancy:
The objective of the capacity building program is to equip the Cesvi operators with the tools needed to understand the process of resilience (including risks and protective factors) and gain practical competences on how to support and reinforce this process.
Cesvi is seeking 2 consultants/trainers with experience in developing capacity building program for the field staff. The consultancy is open to companies, institutions or individuals and foresees two positions:
- Senior trainer, acting Team Leader
- Junior trainer, facilitator
Key Tasks: - Develop a ToT for Frontline Staff (Social Workers, Psychologists, Protection Supervisor) on Provision of center based and community based Psychosocial Support Activities addressed to children
- Development of Training manual
- Conduction of the training in Tripoli (To be conducted between September and first half of October; expected number of days: 5)
- Conduction of 2 Skype calls (in remote) with the involved staff
- Submission of training report
- Develop a training on how to support the resilience during the provision of Case management services for children at risk (including unaccompanied and separated minors) or victim of violence, abuse and exploitation
- Development of Training manual
- Conduction of the training in Tripoli (To be conducted between September and first half of October; expected nr of days: 3)
- Conduction of 1 Skype calls (in remote) with the involved staff
- Submission of training report
Process For Application
The candidate should clearly indicate in the application if applying as institution/firm or individual. In case of individuals, should indicate if apply for the junior or senior position. The interested institution/firm/individuals should submit the following documentation by August 3, 2018:
- Only institutions/firms applying for the whole consultancy or individuals applying for senior profile are required to submit a technical proposal which includes:
- Proposed methodology to complete the assignment
- Proposed timeframes (in days and/or weeks)
- All applicants (firms/institutions, senior and junior individuals) are required to provide the following:
- Consultant’s profile ( CVs) with background of previous similar services, if any
- List of relevant publications or analytical reports (optional)
- Any other additional information to support the application (optional)
- Financial proposal (in US dollars with the indication of daily rates). All applicants (institution/firm or single individuals) are required to provide a daily rate for the consultancy. In case of institutions/firms applying, the daily rate should include the related to the compensations of the 2 consultants and related agency costs. . The price shall be expressed in US Dollar (USD). The offer price must be Tax included. The price will be considered fixed and valid until the 31st December 2018; no change of price will be accepted unless if mutually agreed with the contracting authority during the negotiation process, provided that such changes will be duly substantiated in an updated technical proposal.
Proposals can be submitted independently, for the Senior Trainer or for the Junior Trainer, or jointly.
Cesvi reserves the right to set-up the team in case independent proposals.
Costs covered by the Cesvi:
Cesvi will be responsible to cover the costs related to, thus not to be included in the proposal:
- Travel costs from/ Country of residence to/from Libya;
- Visa related costs;
- International Insurance;
- Accommodation in Libya (Tripoli) during the training period and follow up;
- Accommodation in Tunis ( if needed)
- Venue and meals for trainers and participants during the training sessions;
- Stationary and material needed for the training **Criteria for the selection of the company/individuals:
1.Relevant experience:
- Prior experience of similar training in MENA Countries (preference will be given to trainings held in Tunisia or Libya)
- Prior experience of training with a particular focus on refugees and asylum seekers
- 4 years relevant professional experience for the junior profile
- 7 years relevant professional experience for the senior profile
- Proposed timeframes (in days and/or weeks) – estimative time : from 5 to 10 working days
- Consultant’s profile ( CVs)
- Availability to perform the ToR requirements and meet deadlines;
- The lowest price in compliance with the best possible balance of cost and quality. **
